Summary of the contracting process

Liverpool City Region Combined Authority commissioned transport consultancy for feasibility studies on proposed new stations at Woodchurch in Wirral and Daresbury in Halton. The studies examine each scheme’s potential to progress through the Combined Authority’s Gateway 1 and Gateway 2 processes and produce a Strategic Outline Business Case. The work covers the strategic case for intervention, operational issues, existing and future passenger demand, site and concept design options, high-level cost estimates, and engagement with local and railway-industry stakeholders. It also includes developing a Gateway 2 business case using the Department for Transport’s five-case model. The work concerns transport planning and rail-station development in the Liverpool City Region, specifically the Woodchurch and Daresbury station proposals.

The procurement is complete and the contract was awarded to WSP UK Limited. The Combined Authority used below-threshold limited competition. There was one lot covering both station feasibility studies and business-case development. The contract was signed on 30 September 2026 and runs from 30 September 2026 to 29 March 2027. Its value is £68,902.50 excluding VAT, or £82,683 including VAT. The award is active and the contract is active. The evaluation basis is not set out in the published procurement information.

This award shows demand from the Liverpool City Region Combined Authority for specialist transport consultancy supporting proposed rail stations from early feasibility through business-case development. Relevant capability includes assessing passenger demand and operational requirements, developing strategic cases, exploring station-site and concept-design options, preparing high-level cost estimates, and applying the Department for Transport’s five-case model to a Strategic Outline Business Case. Experience engaging local stakeholders and the railway industry is also directly relevant. Suppliers able to combine transport planning, rail-sector knowledge and robust business-case work would be well placed to compete for a similar requirement. The procurement was run through limited competition, so established credibility and a strong record of delivering comparable station and transport studies are commercially pertinent.
