Summary of the contracting process

The London Borough of Enfield is procuring an infant and parental relationship support service for families from pregnancy until a child is two. As part of the borough’s Start for Life programme, the service helps families understand infants’ emotional and developmental needs and supports practitioners to assess parent–infant relationships. It addresses how parental trauma, mental health difficulties and adversity can affect caregiving, and helps practitioners plan relationship-based, trauma-informed support and respond to relational difficulties. Delivery is in Enfield. The service is intended both to support families and to build practitioners’ confidence and capability in recognising and addressing parent–infant needs.

The procurement has reached the intention-to-award stage under the Provider Selection Regime; the notice says the contract had not yet been formally awarded. Enfield intends to make a direct award to the existing provider, North London NHS Foundation Trust, without a prior competition. The proposed contract is for up to 30 months and is valued at £499,314.10. The notice identifies 1 October 2026 as the conclusion date, but clarifies that this marks the start of the standstill period, not formal award. Providers could make representations to decision makers by the end of 13 October 2026. The authority’s evaluation considered the Basic Selection Criteria and Key Criteria; the stated award basis was that the existing provider was performing satisfactorily and was expected to meet the proposed contract standard. One bid was recorded.

For suppliers considering this type of work in Enfield, this award shows demand for a specialist infant and parent relationship service linked to a local authority’s early-years programme. A credible provider would need to work with families from pregnancy through a child’s first two years, understand infant development and parent–infant relationships, and respond sensitively to the effects of trauma, mental health difficulties and adversity on caregiving. The service also requires the ability to strengthen practitioner assessment and support relationship-based, trauma-informed planning, while building practitioners’ confidence in identifying and responding to relational difficulties. The buyer’s stated rationale emphasised satisfactory performance by the incumbent and confidence that it would continue to meet the required standard, so evidence of delivery quality and relevant experience would be important in a future competition.
