Summary of the contracting process

London Borough of Enfield’s Start for Life programme covers an infant and parental relationship support service for families from before birth until children are two. The work includes helping families understand infants’ emotional and developmental needs and the quality of parent–infant relationships, including the effects of parental trauma, mental health and adversity on caregiving. It also supports practitioners to identify relationship needs, strengthen assessments, plan trauma-informed support and respond to relationship difficulties. This is a health service delivered in Enfield. The selected provider is North London NHS Foundation Trust.

The procurement is complete and the contract has been formally awarded to North London NHS Foundation Trust through Provider Selection Regime direct award process C, without a prior competition. The stated basis was that the existing provider was meeting the original contract and was expected to deliver the proposed contract to a sufficient standard; evaluation gave this consideration 100% weighting. The contract is valued at £499,314.10 and runs from 14 October 2026 to 31 March 2029, a period of 29.5 months. The notice records one bid. Although the process data labels the lot cancelled, the award and contract are recorded as active and the accompanying description confirms a formal award.

For providers considering similar work for Enfield, this award indicates demand for specialist infant–parent relationship support integrated with the Start for Life programme. A credible provider would need to work with families from pregnancy through a child’s second birthday, understand infant development and emotional needs, and assess parent–infant relationships sensitively. Expertise in the effects of trauma, parental mental health and adversity on caregiving would be relevant, alongside the ability to help practitioners improve assessment and deliver relationship-based, trauma-informed plans. The chosen provider was the incumbent, and the recorded selection rationale focused on satisfactory performance and expected delivery to a sufficient standard. Suppliers would therefore need to demonstrate reliable service delivery and evidence that they can support both families and practitioners across this defined local service.
