Summary of the contracting process

Bradford Council intends to establish a single central framework for emergency accommodation paid for nightly. It will cover temporary housing arranged at short notice for single people, couples and families. Placements are usually short term, but may last longer depending on individual circumstances and housing need. Accommodation may include hotels, bed and breakfasts, serviced apartments, guest houses and other suitable premises. The service is for use across the Bradford Council area. The process is at the planning and market-engagement stage: the council has set out an intention to procure, but has not issued an invitation to tender. It plans a single framework, with one lot, and expects to publish the next procurement notice on 11 January 2027. The planned contract period runs from 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032. The stated estimated value is £25 million excluding VAT (£30 million including VAT). The council planned an online consultation event for 9 November, 13:00–14:30, to explain its proposed model, answer questions and outline how providers can register interest and take part in the future procurement. No award evaluation basis is set out at this stage.

The council says the proposed framework will become the central route for all its nightly paid emergency accommodation, so providers interested in continuing existing council work will need to understand the new operating model and prepare for the forthcoming procurement. It is also seeking engagement from new suppliers. Hotels, bed and breakfasts, serviced-apartment operators, guest houses and other providers with suitable accommodation are specifically encouraged to learn about the planned approach. The work may suit small and medium-sized businesses and voluntary, community or social enterprises. Suppliers will need accommodation that can support urgent placements for individuals, couples and families, with the ability to meet needs that may extend beyond a short stay. The council has not yet set out detailed technical requirements or assessment criteria; market engagement is intended to explain the proposed model and its implications for providers.

Bradford Council would like to formally invite you to attend a consultation event about our new approach to the provision of emergency, nightly paid, accommodation across the Council. Emergency accommodation is used to provide temporary housing for single people, couples and families who require accommodation at short notice. While placements are typically short-term in nature, there will be occasions where accommodation is required for longer periods depending on individual circumstances and housing need. Through our Emergency Accommodation Framework, we are introducing a single, central accommodation framework through which all nightly paid, emergency accommodation provision will operate. This represents a significant change to the way accommodation services are commissioned and will have a direct impact on all current providers of emergency accommodation. Providers who wish to continue delivering emergency accommodation services to Bradford Council should engage with this process and register their interest ahead of the formal procurement launch.
