Summary of the contracting process

Staffordshire County Council is seeking suppliers to provide, deliver and install office, educational and library furniture through a three-lot framework. Office furniture covers items such as desks, seating, storage and meeting-room furniture. Educational supplies include classroom and dining furniture, outdoor equipment and school apparatus. The library lot includes furniture and fittings, library refit management, interior layout design, signage advice, installation, after-sales support and training where needed. Orders will serve the Council and other public-sector bodies across the UK, including schools and academies; the office lot anticipates a broad network of ordering and delivery locations. The framework is also available to UK public-sector bodies beyond Staffordshire County Council.

The buyer invited offers through an open procedure. The tender submission deadline was 29 October 2026 at 13:00 UK time, and the deadline for enquiries was 22 October 2026 at 12:00 UK time. The framework is planned to run from 1 March 2027 to 28 February 2029, with the option of two 12-month extensions. Estimated values are £1 million for office furniture, £2 million for educational furniture and £6 million for library furniture; the overall estimate is £9 million excluding VAT (£10.8 million including VAT). Quality and price are weighted 40% and 60% for office furniture; 80% and 20% for educational furniture. Library furniture is assessed on quality alone. A 1% fee on the award value applies to successful suppliers.

The opportunity suits furniture suppliers able to fulfil public-sector orders across distinct customer groups, from offices and schools to libraries. The office and educational lots are expressly suitable for small and medium-sized enterprises. Suppliers can pursue one or more of the three specialisms: the library lot particularly suits businesses combining furniture supply and installation with space planning, refit coordination and customer support. Educational suppliers should be equipped to provide a varied range of furniture, equipment and school apparatus in response to differing establishment requirements. The framework’s broad public-sector customer base may suit businesses able to handle orders across multiple locations; the office lot in particular anticipates many ordering and delivery points. Quality carries substantial weight in educational and library evaluations.
