Summary of the contracting process

Dunraven Education Trust procured social, emotional and mental health services for its education community. The requirement is classified as social work and social services, indicating a support service rather than goods or building work. The award covers one lot, with delivery in the United Kingdom. The Trust is the buying organisation. The procurement description says it was a competitive exercise for services, and that the Trust selected a provider using its published evaluation method. The selected provider is ActiveEdge Sports Group (Services) Ltd. The stated purpose is to provide social, emotional and mental health support; the available description does not set out specific service activities or identify individual schools or delivery sites.

The procurement is complete and the contract has been awarded to ActiveEdge Sports Group (Services) Ltd. The award was dated 21 September 2026 and is valued at £1,156,909.14. The contract period runs from 15 October 2026 to 14 October 2029, with two possible 12-month extensions, up to 14 October 2031. The Trust describes the original procurement as a competitive light-touch exercise using a Competitive Flexible Procedure. It records the method as a direct award because the proposed contract value exceeded the threshold estimated in the original tender notice; the selected supplier followed the completed competitive evaluation. The procurement was one lot, marked suitable for SMEs and voluntary, community and social enterprises. The Trust stated it would observe an eight-working-day standstill period after publication of its transparency notice.

For suppliers considering similar work for Dunraven Education Trust, this award demonstrates demand for social, emotional and mental health services at substantial scale, delivered over a multi-year period with extension options. The selected provider is ActiveEdge Sports Group (Services) Ltd, a large supplier. To compete credibly when this requirement next reaches the market, a supplier would need the capacity to sustain services across the contract term and demonstrate experience delivering social and emotional support and mental health services for an education trust. The buyer used a competitive process and published evaluation methodology, so suppliers would need to respond effectively to stated evaluation criteria. The lot was marked suitable for SMEs and voluntary, community and social enterprises, indicating that these supplier types were considered suitable to participate; the award itself went to a large company.

Notice Information

Notice Title

Dunraven Educational Trust - Social, Emotional, Metal Health Services

Notice Description

Dunraven Educational Trust ('the Trust') is issuing this UK5 Transparency Notice in respect of the procurement for Social, Emotional and Mental Health Services following completion of a competitive procurement process conducted under the Competitive Flexible Procedure, internal reference CA18147. The tender was classified as a light-touch procurement in accordance with the applicable requirements of the Procurement Act 2023. Procurement documentation was made available to participating tenderers through the e-tendering portal MultiQuote, enabling access to the procurement information and submission of tenders. Following completion of the competitive procurement process, the Trust identified a successful tenderer in accordance with the published evaluation methodology and award criteria. The estimated value stated in the UK4 Tender Notice was below the applicable threshold and was a genuine estimate made in good faith, based on the Trust's assessment of the anticipated contract requirement and historic contract expenditure. However, following evaluation and selection of the successful tender, the actual value of the proposed contract is above the applicable threshold. The Trust subsequently attempted to publish the required UK6 Contract Award Notice. However, the UK6 was not accepted for publication by Find a Tender due to the difference between the value stated in the original UK4 Tender Notice and the value of the successful award. The Trust's procurement process has been conducted competitively and a robust evaluation process has been completed. The Trust intends to award the contract to the successful tenderer identified through the competitive procurement process. This UK5 Transparency Notice is being published to provide transparency regarding the circumstances described above and to provide notice of the Trust's intention to enter into the proposed contract. The Trust will observe an 8 working day standstill period following publication of this Transparency Notice.

Procurement Information

Following a competitive light-touch procurement process, Dunraven Educational Trust identified a successful tenderer, but because the final contract value exceeded the threshold originally estimated in the UK4 Tender Notice, it is publishing this UK5 Transparency Notice to confirm its intention to award the contract and observe an 8 working day standstill period.
