Summary of the contracting process

Canterbury City Council is seeking one supplier to refurbish three playgrounds in Herne Bay: Herne Bay Seafront, Collins Road and Honeysuckle Way. The works cover playground equipment and associated landscaping, with each site forming part of a single scheme rather than a separate contract. The Seafront project is the headline scheme used to evaluate tenders; the other two schemes are included in the contract, with their design details to follow later. The council has already carried out public consultation on all three schemes, and further public consultation is not part of the work. The delivery locations are in Canterbury, Kent. The requirement is suitable for small and medium-sized businesses, and the council intends to appoint a single supplier for all three playground refurbishments.

The council invited tenders through an open competition below the UK procurement threshold. This process reached the tender stage: the buyer invited suppliers to submit offers. Questions had to be submitted by 5pm on 8 November 2026, and completed tenders were due electronically by 12 noon on 13 November 2026. The contract period runs from 1 January 2027 to 31 March 2028. The stated total budget is £225,000 excluding VAT (£270,000 including VAT): £120,000 for Herne Bay Seafront, £60,000 for Collins Road and £45,000 for Honeysuckle Way. The council scores the Herne Bay Seafront scheme using its evaluation matrix and awards the contract to the highest-scoring tender; the remaining schemes are included in that award.

This opportunity suits a playground refurbishment contractor able to supply and install play equipment and undertake landscaping work. The supplier must have the capacity to deliver all three schemes within the stated overall programme, including completing the Herne Bay Seafront playground before June 2027 and delivering Collins Road and Honeysuckle Way from July 2027 through March 2028. Tenderers need to explain how they will manage delivery across these timeframes. A mandatory accompanied site visit is a condition of participation and is expected to take about two hours; suppliers who do not attend are disqualified. The council expects the successful supplier to undertake the work without carrying out public consultation. The requirement is expressly suitable for SMEs, but the single-supplier award and coordinated delivery of three sites favour businesses able to manage the full programme.
