Summary of the contracting process

Affinity Water is seeking suppliers to provide flow regulators to agreed specifications, sizes and flow rates. These are control valves used in water networks. The requirement supports the company’s plans for reducing water demand and per-person consumption, managing water resources, reducing leakage, operating its network sustainably and improving asset efficiency. Delivery is across northern, central and southern England, covering areas from the North East and North West through the Midlands and East of England to London, the South East and South West. This is a goods procurement for the devices themselves; no installation or related service is described.

Affinity Water invited offers through a competitive, selective procedure, using a two-stage process: suppliers first submit a selection questionnaire, and shortlisted suppliers are invited to tender. The questionnaire submission deadline was 09:00 on 2 November 2026. The agreement is intended to run from 1 February 2027 to 31 January 2030, with up to five one-year extensions and a maximum overall term of eight years, ending by 31 January 2035. The estimated value is £10.4 million excluding VAT (£12.48 million including VAT). There is one lot, and small and medium-sized businesses are considered suitable. Evaluation is weighted 70% commercial and 30% technical. Tender submissions may be followed by clarification meetings and negotiation or requests for best and final offers.

This opportunity suits manufacturers and distributors able to supply flow regulators that meet agreed specifications, sizes and flow rates for a water utility network. Small and medium-sized businesses are explicitly considered suitable, and the buyer may appoint one supplier or several, which may make the requirement relevant to firms with different supply capacities. The products contribute to water-demand and leakage reduction, resource management, sustainable network operation and asset efficiency. Suppliers should be prepared for a staged competition: a selection questionnaire is assessed before shortlisted businesses are asked to submit a full proposal. Technical quality forms part of the evaluation alongside commercial terms. The procurement describes the devices only; it does not set out an installation, maintenance or other service requirement, nor does it state particular accreditations or minimum experience requirements.
