Summary of the contracting process

The Ministry of Defence is seeking suppliers for HVAC spare parts for use by UK defence. The requirement covers 68 items, classified by NATO Stock Numbers; suppliers will be given the applicable stock numbers and any relevant compliance standards. Where drawings are unavailable, items must match the manufacturer part number recorded on CSIS. Babcock Land Defence Limited is acting as the Ministry’s agent. The arrangement may include additional items of a similar nature after award, requested through quotations. This is a supply contract for parts of air-conditioning equipment (CPV 42512500), delivered to meet the Authority’s requirements; no specific delivery site is identified in the procurement information.

The buyer invited offers through a competitive flexible procedure, beginning with a Procurement Specific Questionnaire and a pass/fail selection stage before shortlisted suppliers are invited to tender. Expressions of interest were due by 27 October 2026 at 15:00, and questions were due by 19 October 2026 at 15:00. The stated contract period runs from 1 February 2027 to 31 January 2030. The estimated value is £700,000 excluding VAT (£840,000 including VAT). The procurement is a single-supplier, closed framework, with no further competition for call-off contracts. Prices are firm for the first 12 months, followed by a price-variation clause for years two and three. Evaluation weights are 60% commercial, 30% technical and 10% social value; the successful bid is to be the most advantageous tender.

This opportunity suits a supplier able to source and supply a broad range of HVAC spares against NATO Stock Numbers and meet the applicable compliance standards, including matching manufacturer part numbers on CSIS when drawings are unavailable. The technical assessment covers supply-chain management, contract coverage, control of lead times, availability management, delivery performance, counterfeit prevention and obsolescence management. Suppliers should be able to demonstrate capability across these areas, alongside competitive pricing and a credible approach to social value. Performance will be monitored through key performance indicators covering areas such as delivery and quality, with remedies for poor performance. The framework does not guarantee orders or that an agreement will be put in place, so bidders need to assess the commercial risk of committing capability without guaranteed business. Cyber risk is assessed at Level 1 – Foundational.
