Summary of the contracting process

Belfast City Council plans to procure energy procurement and support services, primarily for its electricity and gas supplies. The work is intended to help the council obtain value from its energy portfolio and develop and implement procurement strategies. Potential services include energy-market intelligence and forecasting, procurement and trading support, contract management, budgeting and financial planning, invoice checking and bill auditing, consumption analysis, risk management, sustainability and carbon reporting, regulatory compliance advice, utility data management and related consultancy. Delivery is for Belfast City Council in Northern Ireland.

The process is at the planning stage: the council has described an intended procurement, but has not issued an invitation to tender. It is undertaking voluntary preliminary market engagement to inform the eventual scope, specification and procurement strategy; taking part will not affect evaluation or give suppliers an advantage or disadvantage. Suppliers were asked to register interest by 23 October 2026, with follow-up discussions expected, likely by Microsoft Teams. A future procurement notice is anticipated on 1 December 2026. The planned contract period is 1 April 2027 to 31 March 2030, with a possible extension to 31 March 2032. The process is divided into one lot.

The requirement may suit energy consultancies and specialist providers with the capacity to combine energy-market expertise with practical procurement and portfolio support. Relevant experience could include electricity and gas procurement, trading support, forecasting, contract management, financial planning, invoice validation, bill auditing, consumption analysis, risk management, carbon and sustainability reporting, regulatory advice and utility data management. The council is seeking market insight on available services, emerging trends, delivery models, innovation and possible procurement approaches, so suppliers able to explain their service offerings, capabilities and experience can help shape the future requirement through engagement. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants. No specific accreditation or qualification is set out.
