Summary of the contracting process

Betsi Cadwaladr University Health Board commissioned outsourced diagnostic histopathology and cytopathology to support its centralised cellular pathology service. The requirement covers laboratory processing and pathology reporting across a range of specialities, using glass slides and/or digital whole-slide images. It is intended to help maintain diagnostic services where laboratory and reporting capacity has been under pressure and cases have built up, including wet cases, cases awaiting microtomy and cases ready for reporting. The work serves the Health Board in North Wales, covering Anglesey, Gwynedd, Conwy, Denbighshire, Flintshire and Wrexham. The work is specialist medical diagnostic services, rather than general clinical or imaging provision.

The process has reached award: the Health Board selected Diagnexia UK Limited, and the contract is active and signed. The contract value is £380,000. It was signed on 2 October 2026; the contract period is not stated. The Health Board used a limited procedure without a prior competition, making a direct award call-off through an NHS framework for teleradiology, telepathology and telemedicine services. The procurement was conducted under the Provider Selection Regime Wales. The supplier was assessed on activity, financial standing and technical ability, then scored against quality (40%), value (25%), collaboration and service sustainability (10%), improving access and reducing health inequalities (10%), and social responsibility (15%). One bid was recorded for the requirement.

This award demonstrates demand from Betsi Cadwaladr University Health Board for outsourced cellular pathology capacity to sustain diagnostic services and address case backlogs. A credible provider needs to offer a UKAS-accredited laboratory service alongside specialist cellular pathology reporting, with the ability to report from glass slides and/or digital whole-slide images across relevant specialities. Reporting pathologists must hold FRCPath and appropriate membership of an external quality assurance scheme for their subspeciality. Suppliers also need demonstrable activity, financial standing and technical ability. The evaluation places substantial weight on quality and also considers value, collaboration, service sustainability, access and health inequalities, and social responsibility. The route used was a direct award call-off under an NHS framework, so framework eligibility and the ability to deliver specialist diagnostic services at Health Board scale are commercially relevant.
