Summary of the contracting process

Erewash Borough Council is seeking a contractor to deliver a Strategic Environmental Assessment for its new Local Plan. The work is to manage the assessment from start to finish, helping shape the scope and content of the Plan’s land-use policies and assess emerging spatial policy options for sustainability through a robust but proportionate framework. The assessment will inform the Council’s evidence base as it develops the Plan. This is an environmental assessment service, specifically environmental impact assessment other than for construction (CPV 90711000). The work relates to Erewash Borough, in Derbyshire.

The Council invited tenders through an open competition. Clarification questions were due by 23 October 2026 at 16:00, and tenders by 6 November 2026 at 12:00 UTC. The contract was scheduled to start on 7 December 2026 and run to 31 March 2029, with possible extension to 31 May 2029; delivery is on a retained basis and need not be continuous throughout. The estimated value is £100,000 excluding VAT (£120,000 including VAT). There is one lot. Quality and price each carry 50% of the evaluation weighting. The opportunity is identified as suitable for SMEs and voluntary, community and social enterprises.

This requirement is suited to environmental assessment consultancies and planning specialists with the expertise to manage a Strategic Environmental Assessment across the development of a Local Plan. Suppliers will need to assess the sustainability of emerging spatial options and advise on land-use policy scope and content, applying a robust but proportionate approach. The work supports a council’s evidence base and planning-policy development, so experience of strategic environmental assessment and the local-plan process would be directly relevant. Delivery is retained over a lengthy planning period but is not expected to be continuous, which may suit a supplier able to provide specialist input at intervals rather than maintain a full-time team. SMEs and voluntary, community and social enterprises are identified as suitable bidders.

Notice Title

EBCT 472 - Erewash Borough new Local Plan - Strategic Environmental Assessment (SEA)

Notice Description

Erewash Borough Council (EBC) have now started work on a new Local Plan, which will be produced in conformity with the provisions of the new National Planning Policy Framework (NPPF) (Aug 2026). The Planning Policy team is currently embarking on developing an appropriate evidence base to ensure that a new Local Plan is able to be finalised and approved over the next 2.5 years, in line with Government expectations that councils can produce a Local Plan within 30 months, once Gateway 1 is passed which is timetabled to occur at the end of October 2026. EBC are now seeking a suitably skilled contractor to manage the production of a Strategic Environmental Assessment (SEA) from start to finish, helping to guide the scope and content of the new Local Plan's land-use policies, whilst subjecting the emerging spatial policies to a robust, yet proportionate, framework which advises on the sustainability of options. The Contract period is 28 months (until the scheduled adoption of the Plan in March 2029 - this could extend out to May 2029 which is the legal deadline for the Plan's adoption) on a retained arrangement, although the contractor will not be expected to be working continuous across this duration. Full details can be found in the invitation to tender documents
