16+ Supported Accommodation Light Touch Framework and Block Contract
Notice Description
Plymouth City Council would like to invite providers to an initial market engagement session to help shape the future 16+ Supported Accommodation Framework and block. It is proposed to commission a five-year framework contract, with the option to extend for a further three years, for 16+ supported accommodation. The framework will be structured into three distinct Lots: *Lot 1: Block-purchased provision within Plymouth. This will consist of properties commissioned in their entirety, rather than individual placements. This approach enables greater control over quality, cost, and safeguarding arrangements. *Lot 2: Spot-purchased provision within Plymouth and within a 20-mile radius. *Lot 3: Spot-purchased provision outside of a 20-mile radius. This session will provide an opportunity to discuss our early thinking, hear your views on the proposed service model, and gather feedback that will help inform the development of the framework and block prior to procurement. We would also like to use this opportunity to understand the market's appetite and capacity to deliver accommodation and support for young people experiencing or at risk of homelessness, and how this could be reflected within the future lot design. Ahead of the session, we will share a first draft of the service specification to allow providers time to review the proposals and identify any areas for discussion. We welcome constructive feedback and look forward to working collaboratively with the market to develop a framework and block that delivers high-quality, sustainable services for Plymouth's young people.
