Summary of the contracting process

Scottish and Southern Electricity Networks (SSEN), through Scottish Hydro Electric Power Distribution and Southern Electric Power Distribution, is seeking suppliers for low- and medium-voltage electricity cables. Products include low-voltage concentric, waveform and selected auxiliary “fast runner” cables, plus 11kV and 33kV cables. The supply is intended to support electricity distribution network investment and future network requirements, including SSEN’s ED3 and ED4 programmes. The procurement is divided into six lots covering concentric and auxiliary cables, waveform cables and medium-voltage cables, each split between North and South. Deliveries are for network requirements across the UK. The framework may also be used, where technically appropriate, by other SSE businesses, including transmission, renewables, heat networks and utility services.

SSEN invited offers through a competitive flexible procedure to establish a multi-supplier framework, with up to three suppliers anticipated for each lot. Interested parties first had to submit a pre-qualification questionnaire; the ten highest-ranked suppliers per lot were to progress to the invitation to tender. Enquiries were due by 23 October 2026 at 16:00, and expressions of interest by 30 October 2026 at 16:00. The framework was scheduled to start on 1 April 2027, with an initial five-year term and proposed extension options of up to five years and a further two years, subject to performance and business approval. The stated estimated value is £0. Evaluation is based entirely on quality; detailed award criteria are provided at the tender stage. Suppliers may be asked to price different supply-allocation scenarios.

This opportunity is suited to manufacturers able to supply one or more of the specified low- and medium-voltage cable types and serve the North, South or both networks. The six separate lots allow businesses to target their relevant product and geography rather than bid for a single combined requirement. Suppliers need credible manufacturing capability and the capacity to support allocation of demand, reliable lead times, product availability and continuity of supply. SSEN also intends to consider service performance, quality performance and overall value when allocating requirements among framework suppliers. Bidders may present capacity commitments, service improvements, efficiencies and commercial benefits from winning multiple lots, and may need to price sole-supplier, dual-source and multi-supplier scenarios. Full SSEN technical approval is not required before framework award, but suppliers must complete the relevant technical assessment and approval before supplying cable.

Notice Title

FW Supply & Deliver - LV & MV Cables - Multi Site 1232

Notice Description

Scottish and Southern Electricity Networks, comprising Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc, intends to establish a multi-supplier Framework Agreement for the supply and delivery of low voltage (LV) and medium voltage (MV) cable products. The Framework Agreement may also be called off by SSEN Transmission, SSE Renewables, SSE utility Solution Ltd, TESGL Ltd and SSE Heat Networks Ltd where technically appropriate. The scope will include LV concentric cables, LV waveform cables, LV auxiliary "fast runner" cables, and 11kV and 33kV cable products. By combining these requirements into a single procurement exercise, SSEN aims to improve security of supply, maximise competition, support supplier participation, provide greater demand visibility, and deliver value for customers. The arrangement is also intended to support SSEN Distribution's ED3 and ED4 investment programme and future network requirements. The proposed scope of the new framework is intended to be, but not limited to: * LV Concentric Cables * LV Waveform Cables * Selected LV Auxiliary ("fast runner") Cables * 11kV Cables * 33kV Cables The current proposed lotting strategy is: Lot Description Lot 1 LV Concentric & Auxiliary Cables North Lot 2 LV Concentric & Auxiliary Cables South Lot 3 LV Waveform Cables North Lot 4 LV Waveform Cables South Lot 5 MV Cables North Lot 6 MV Cables South SSEN intends to establish a multi-supplier framework and currently anticipates appointing up to the three highest ranked suppliers per lot, subject to receipt of sufficient compliant, suitable and competitive tenders. Suppliers will be ranked following evaluation; however, SSE would retain flexibility to allocate requirements between awarded suppliers based on operational requirements, service performance, lead times, product availability, manufacturing capacity, quality performance and overall value delivered. As part of the tender process, suppliers may be required to submit pricing against a range of indicative award and allocation scenarios, which may include sole supplier, dual-source and multi-supplier models. This will allow SSEN to assess the relationship between volume allocation, pricing efficiency, supply chain resilience and value for money before finalising the award strategy. Suppliers may also be invited to identify any additional commercial benefits, capacity commitments, service improvements or efficiencies that could be achieved through the award of multiple lots. SSEN will consider these alongside the need to maintain appropriate supply chain resilience and continuity of supply. Suppliers will not be required to hold full SSEN technical approval prior to framework award. This approach is intended to support participation from a wider range of technically credible manufacturers. All suppliers will remain subject to SSEN's technical assessment and approval requirements, and no supplier will be permitted to supply cable under the framework until the relevant approvals have been successfully completed.
