Summary of the contracting process

East of England Community Health and Care NHS Trust procured insourced neurodevelopmental assessment services across Norfolk, Cambridgeshire, Bedford and Luton. The work covers NDS assessments and ADOS assessments, delivered across the Trust’s expanded post-merger footprint. This is a clinical health service for an NHS community health and care provider, rather than a purchase of equipment or construction work. The contract is described as a new arrangement with an existing supplier, extending assessment provision across the Trust’s wider geography.

The contract has been awarded to The Clinical Network under the NHS SBS Clinical Insourcing framework, as a call-off without a competition. The Trust recorded one bid. The award was made on the framework’s criteria, stated as cost alone. The contract value is up to £2,999,999. It was signed on 25 September 2026, with an initial two-year term and an optional 12-month extension. The procurement is complete and the contract is active. The contract award was made under the Health Care Services (Provider Selection Regime) Regulations 2023.

For suppliers tracking repeat demand from this Trust, the award demonstrates a need for insourced capacity to carry out both NDS and ADOS neurodevelopmental assessments across four East of England locations. A credible provider would need to mobilise assessment services across a geographically spread, expanded NHS trust footprint and deliver both assessment types. The route used was a call-off from the NHS SBS Clinical Insourcing framework, without competition, and the stated award basis was cost alone under that framework. Relevant suppliers are therefore those able to provide clinical assessment capacity at a multi-location scale and meet the framework’s requirements, while offering competitive costs. The selected supplier was an SME, showing that this requirement was delivered by a smaller provider.
