Summary of the contracting process

Queen Victoria Hospital NHS Foundation Trust intends to procure outsourced ophthalmology laser procedures from Centre for Sight’s facility in East Grinstead. The service supports the Trust’s surgeons to carry out corneal laser procedures using local facilities, as the Trust does not have access to its own laser equipment. The work is ophthalmology and wider hospital healthcare services (CPV 85121281). Delivery is at Centre for Sight in East Grinstead, serving patients of the Trust. The planned arrangement is intended to maintain access to these procedures through an established local provider and to support care closer to patients’ homes where possible.

This is at the planning stage: the buyer has set out an intention to award to the existing provider under Direct Award Process C of the Provider Selection Regime, rather than issuing an invitation to tender. The proposed arrangement is for two years, with an approximate total value of £45,000. The buyer’s stated reasons for selecting the provider include quality and innovation, value within the available budget, continuity and sustainability of service, patient access and choice, and social value. The Trust says its surgeons already use Centre for Sight’s local laser facilities because investing in its own equipment was prohibitive given low procedure volumes. A future notice was anticipated for 16 October 2026. The buyer stated that providers could make representations to decision-makers by 15 October 2026.

The planned service is best suited to an ophthalmology provider able to deliver corneal laser procedures from an accessible facility in or near East Grinstead and work closely with NHS surgeons. Relevant strengths include established clinical capability, dependable service delivery at relatively low volumes, and the ability to sustain continuity for patients without requiring the Trust to invest in its own laser equipment. The buyer’s stated priorities point to the value of demonstrable quality and innovation, delivery within an agreed budget, collaboration and shared clinical expertise, and support for service improvement. Providers able to offer patients a local, established treatment option and reduce travel where practicable would align with the buyer’s aims around access, choice, patient experience and social value. The process is based on the existing provider, not an open invitation to bid.
