Summary of the contracting process

Ebbsfleet Development Corporation plans to appoint a principal contractor for the Northfleet Pathway regeneration project. The works cover the former Coach House and brownfield land at the former Northfleet Station goods yard in Northfleet. The project includes refurbishing and repurposing the Coach House, creating affordable workspace in modular shipping-container units, improving the public realm and enhancing pedestrian connections to Northfleet Station. The contractor is expected to coordinate the design as well as carry out construction. This is a construction project with associated construction services.

The procurement is at the planning stage: the buyer has set out its intention to procure, but has not invited tenders. It currently expects to use a single-stage competitive tender through its electronic procurement portal, subject to client approvals. The estimated value is £4.3 million excluding VAT (£5.16 million including VAT). The anticipated contract period runs from 1 August 2027 to 1 November 2028. The buyer has planned market engagement and invites interested businesses to email by 23 October 2026 to receive further project information and answer three procurement questions. The planned contract is an amended JCT Design and Build Contract 2024. The work is described as a single project, rather than separate lots.

This project is likely to suit principal contractors able to coordinate design and deliver construction on a brownfield regeneration site. Relevant capabilities include adapting and refurbishing an existing building, constructing modular workspace units, improving public space and providing better pedestrian connections. Suppliers should be prepared to manage the combined design-coordination and construction responsibilities under a design-and-build contract. The stated scope indicates a substantial, multi-element project; it may favour businesses with the capacity to coordinate several workstreams and deliver construction alongside refurbishment and public-realm improvements. The buyer has not set out specific accreditation or experience requirements at this planning stage.

Notice Information

Notice Title

Northfleet Pathway Principal Contractor Procurement

Notice Description

The site comprises the former European Recovery and Garage Services Building, now known as the Coach House, together with the surrounding brownfield land formerly occupied by the Northfleet Station goods yard. Historically used to support railway operations, including freight handling, maintenance and electrical infrastructure, the site was subsequently used as a vehicle repair workshop before becoming underutilised following the decline of rail-related activities. The proposed development will regenerate the brownfield site through refurbishment and repurposing of the Coach House, the creation of affordable modular shipping container workspace units, enhanced public realm and improved pedestrian connections to Northfleet Station. The Client is proposing that the future Principal Contractor will be responsible for the design coordination and construction of the Northfleet Pathway Project under an amended JCT Design and Build Contract 2024. It is currently anticipated that the project will be procured through a single-stage competitive tender via the Client's electronic procurement portal, subject to the necessary Client approvals.
