Summary of the contracting process

Associated British Ports is seeking contractors for the Grimsby River Terminal civils package in Grimsby. The works cover major port, marine and civil engineering, including harbour and quay construction, marine works, foundations and piling, concrete, water infrastructure, roads and paving. The requirement is for delivery of the terminal’s civils package, rather than a general construction service. The buying organisation is Associated British Ports, a port operator. Contractors whose work centres on complex civil engineering or port infrastructure are the most relevant, particularly those able to undertake several connected elements of a large terminal development.

The buyer invited offers through a two-stage competitive flexible procedure: applicants first undergo assessment against conditions for participation, with successful applicants invited to the subsequent tender stage. The procurement is at the tender stage. The expression-of-interest deadline and enquiry deadline were both 30 October 2026 at 12:00. The stated award decision date is 30 November 2026. The contract period is 31 March 2027 to 31 May 2028. The procurement is divided into one lot. Evaluation at this selection stage is based on technical assessment, with the criterion weighted at 100%. The recorded procurement value is £0 gross, so it does not provide a usable estimate of the contract’s commercial value.

This package is suited to contractors with the resources and organisational capability to deliver complex, large-scale civil engineering in a port or marine setting. The buyer intends to assess relevant experience, technical expertise, financial standing, health and safety performance, quality management, environmental credentials and overall organisational capability. Evidence from comparable large-scale port, marine and complex civil engineering projects is particularly relevant. Suppliers should be prepared to demonstrate strength across these areas at the conditions-of-participation stage; only applicants meeting the buyer’s minimum requirements are to be invited to the subsequent tender stage. The scope spans marine structures, quay and harbour construction, piling, foundations, concrete, water works, roads and surfacing, making this most relevant to experienced civil engineering contractors with suitable delivery capacity.
