Summary of the contracting process

Karbon Homes is seeking contractors for Graphite Living, its subsidiary, to carry out void property works and responsive repairs and maintenance. The work covers building completion, painting and glazing, floor and wall coverings, and joinery and carpentry. It is divided into two lots: void works, and responsive repairs and maintenance. Delivery is across the North East and Yorkshire. The requirement is for housing property works, including bringing empty homes back into use and responding to repair and maintenance needs. Karbon Homes invited tenders through an open procedure for a multi-supplier framework, with up to three suppliers per lot. The framework ranks suppliers by evaluation score and normally offers work to the highest-ranked supplier, checking capacity before placing orders; mini-competitions may be used by exception. Each lot is valued at £2.5 million excluding VAT (£3 million including VAT). The framework was scheduled to run from 11 January 2027 to 10 January 2031, with two optional 12-month extensions, to a maximum end date of 10 January 2033. For each lot, evaluation weights are 50% quality, 40% commercial schedule and 10% social value. Quality covers operative qualifications and competence, continuity, operations and customer service, capacity, supervision, and resident consultation and complaints.

The opportunity suits building and maintenance contractors with the operational capacity to handle both planned void-property work and responsive repairs across the North East and Yorkshire. The evaluation gives substantial weight to quality, so suppliers should be able to demonstrate suitably qualified and competent operatives, continuity of staffing, effective supervision, and reliable customer-service and operational arrangements. Capacity to meet the required dates, timescales and nature of individual jobs is particularly relevant: framework work is first offered to the highest-ranked supplier, then cascaded to lower-ranked suppliers if capacity is insufficient. Strong approaches to consulting residents and handling complaints, alongside credible social-value commitments and competitive commercial schedules, are also directly relevant. Both lots are identified as suitable for SMEs, and contractors may compete for void works, responsive repairs and maintenance, or both. The framework can appoint up to three suppliers to each lot.
