Summary of the contracting process

Karbon Homes is seeking contractors for responsive repairs and maintenance, alongside work to bring void properties back into use for Karbon Living, its subsidiary. The work includes building completion, painting and glazing, floor and wall coverings, and joinery and carpentry. It is divided into two lots: void property works and responsive repairs and maintenance. Delivery is across the North East and Yorkshire. Both lots are intended for small and medium-sized businesses, so suppliers of this scale are eligible to compete. The requirement covers housing repairs and property works rather than a single product supply, and contractors should consider which lot best matches their trade coverage and ability to deliver work for a housing provider.

Karbon Homes invited offers through an open procedure for a multi-supplier framework, with up to three contractors potentially appointed to each lot. The tender stage has been reached. The framework was scheduled to run from 11 January 2027 to 10 January 2031, with two optional 12-month extensions, up to 10 January 2033. The estimated value is £2.5 million per lot (£3 million including VAT). Questions were due by 4 November 2026 at 17:00 and tenders by 20 November 2026 at 12:00; the award decision was due by 4 December 2026. Evaluation is weighted 40% on the commercial schedule, 50% on quality and 10% on social value. Quality covers operative qualifications, competence and continuity; operations and customer service; capacity; supervision; and resident consultation and complaints.

This framework may suit contractors able to deliver either void-property turnaround work or ongoing responsive repairs and maintenance across housing stock in the North East and Yorkshire. The buyer is looking for experienced and competent contractors, with tenders assessed on operative qualifications, competence and continuity, as well as operational delivery, customer service, supervision, capacity and resident consultation and complaints handling. Suppliers should be able to demonstrate a reliable workforce and supervision arrangements capable of meeting varied repair requirements and workloads. The framework’s ranking model gives higher-scoring suppliers priority for work, while the buyer can also use mini-competitions. Contractors therefore need both the capability to respond to orders and sufficient capacity for the timing and nature of each job. Social value contributes to the evaluation alongside quality and price.
