Summary of the contracting process

Somerset NHS Foundation Trust procured a dedicated ambulance transport service for stroke and suspected-stroke patients needing transfer back to Yeovil District Hospital after admission elsewhere. The service supports the revised stroke pathway, moving patients from the Hyper Acute Stroke Units at Musgrove Park Hospital and Dorset County Hospital to Yeovil’s Acute Stroke Unit. Delivery covers Somerset and Dorset. The requirement is focused on patient repatriation and continuity of stroke care, rather than general ambulance provision.

The contract was awarded to Western Medical Services through an urgent limited award without a prior competition, under regulation 14 of the Health Care Services (Provider Selection Regime) Regulations 2023. The Trust said challenges and legal advice prevented completion of its planned procurement, leaving insufficient time for a new competitive process before the service was needed; delay was considered a patient-safety risk. The contract was signed on 8 September 2026, with service from 9 September 2026 to 25 January 2027 and an option to extend to 28 February 2027. Its value is £150,000. The award was based on addressing immediate safety and care-quality risks; one bid was recorded. The planned competitive process for a longer-term service was due to commence in September 2026.

For a future requirement from this Trust, credible providers will need to deliver dedicated, dependable patient transport for stroke and suspected-stroke pathways, linking acute stroke units across Somerset and Dorset with Yeovil District Hospital. The service must support timely patient transfers and protect capacity at hyper-acute units, where delays can affect beds for incoming stroke patients. Relevant capability therefore includes coordinating hospital-to-hospital journeys, working reliably across the named hospitals and geographical area, and meeting the operational demands of a specialist NHS care pathway. The urgent award was made to address immediate safety and care-quality risks, so evidence of safe, responsive service delivery and the ability to mobilise when required would be important. The Trust’s intended longer-term competition indicates a requirement beyond this temporary arrangement.
