Summary of the contracting process

Bristol City Council plans to procure a concession service for removing, storing and disposing of vehicles parked illegally or in breach of site rules. The work covers city-wide removals of vehicles issued with parking penalty notices, including unpaid Clean Air Zone penalties. It also covers vehicles in Housing Services-controlled car parks that breach rules such as having valid tax, MOT or permits; removal may be requested by council staff, police or tenants. A further service covers vehicles without valid permits on land reserved for Bristol City Docks operations, including sites such as Avon Quay, Underfall Yard and Wapping Wharf. The service will be delivered across Bristol.

The procurement is at the planning stage: the council has set out its intention to buy the service, but this process does not yet invite tenders. The council is seeking market input through an expression of interest exercise, with responses requested by 15 October 2026. The planned contract period runs from 1 April 2027 to 31 March 2030. This is described as a concession agreement. The planned service is one lot, with the council indicating that it is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The published information gives no estimated contract value or evaluation criteria.

This planned service is most relevant to vehicle recovery and storage operators able to remove vehicles from public roads, housing car parks and restricted operational sites across Bristol. Suppliers should be prepared to manage vehicle storage and disposal as well as towing, and to handle calls from council staff, police and tenants. The commercial model includes recovering removal and storage costs from vehicle owners; in some Housing Services cases, the council may request removal and pay the relevant costs. Bristol City Council is seeking market input before the tender stage, giving providers in the recovery, storage and vehicle disposal sector a chance to inform their preparation. The council considers the planned procurement suitable for SMEs and voluntary, community and social enterprises.
