Summary of the contracting process

Natural England is seeking a self-contained interactive online game to teach players how to develop nature recovery projects using private and blended finance. Based on the GFI Investment Readiness Toolkit, it should guide players through seller or buyer roles and related scenarios, from project development through signing legal documents to work starting on the ground. Players must complete each scenario satisfactorily before progressing; the game should explain unsuccessful and successful choices and, where possible, allow more than one correct approach. It is intended for Natural England staff and should also be usable by Environment Agency and Forestry Commission staff working on nature finance. The procurement is for computer game software. Delivery is required across England.

Natural England invited quotations through a below-threshold open competition. The process reached the tender stage, with suppliers asked to submit a response meeting the attached Request for Quotation requirements. Responses were due by 17:00 on 31 October 2026. The contract period was set to run from 16 November 2026 to 25 March 2027. The estimated value is £16,000 excluding VAT (£20,000 including VAT). There is one lot, and the award criteria are set out in the Request for Quotation. Clarification questions were to be sent by email; unless commercially sensitive, questions and answers would be shared with all tenderers.

This opportunity suits a supplier able to design and build an engaging, self-contained online learning game that explains complex nature-finance project development in practical, interactive steps. Relevant strengths include translating the GFI Investment Readiness Toolkit into believable buyer and seller scenarios, modelling decisions from project development through legal agreements and implementation, and giving players clear feedback on their choices. The game must accommodate Natural England’s staff roles while remaining useful to Environment Agency and Forestry Commission staff. The single-lot requirement and SME suitability make it appropriate for a small or medium-sized digital learning, game-development or financial-services training provider with the capacity to deliver a complete product. The specification and evaluation requirements are contained in the Request for Quotation.

Notice Information

Notice Title

Develop and Supply an Interactive online Nature Finance Project Development game

Notice Description

A self-contained nature finance game that allows players to virtually develop nature recovery projects funded using private and blended finance. Using the GFI Investment Readiness Toolkit as a framework the game will start by presenting players with options such as whether they want to play a seller or buyer, followed by various seller or buyer scenarios. Once a player has picked a role they will be taken through the process of developing a nature recovery project using private and blended finance from the start through to signing legal documents and the work starting on the ground. They will do this by working through a series of scenarios. They will have to complete every scenario satisfactorily to be able to move onto the next scenario. Reasons for not completing a scenario properly will be given, as will explanations of why they have completed a scenario correctly. Where possible there will be more than one correct way to complete a scenario. The game will be for Natural England so will focus on the roles that NE staff are likely to play at each stage of a projects development but will also be able to be used by Environment Agency and Forestry Commission staff carrying out nature finance related roles.
