Summary of the contracting process

South Gloucestershire Council commissioned community pharmacy public health services in South Gloucestershire. The services cover supervised consumption of prescribed medicines; providing and dispensing nicotine replacement therapy to support people to stop smoking; and, for eligible pharmacies, a community needle and syringe programme for people who inject drugs. This is community health service work delivered through pharmacy premises and local provider networks. The award data links Boots UK Limited to the supervised-consumption lot, while the wider service description covers all three service types and names multiple pharmacies contracted across the area. The services are intended to provide community-based health and support, with access through local pharmacies.

The procurement is complete and the contracts have been awarded. South Gloucestershire Council used Direct Award Process B under the Provider Selection Regime, without competition. The awarded supplier recorded for the supervised-consumption lot is Boots UK Limited. The contract was signed on 1 April 2026 and runs from 1 April 2026 to 31 March 2029, with an option to extend by two years, to 31 March 2031. Its recorded contract value is £595,000 excluding VAT (£714,000 including VAT). The tender description gives an annual value of up to £119,000 across the services, with £595,000 if the extension option is exercised. The published service scope describes three service types, while the structured award links Boots only to supervised consumption; no competitive evaluation was used.

For pharmacy operators, this award demonstrates demand from South Gloucestershire Council for locally delivered public health services through established community pharmacies. A credible provider would need suitable pharmacy premises and a local network capable of providing supervised consumption of prescribed medicines, dispensing nicotine replacement therapy for stop-smoking support, or delivering a needle and syringe programme where eligible. Performance, clinical governance and service quality are explicit conditions for any contract extension, alongside continued alignment with Council priorities and local population needs. Providers would therefore need to show reliable service delivery and the governance arrangements required to maintain clinical standards. The work is activity-based and distributed across pharmacy locations, so relevant operational capacity is the ability to deliver these services consistently within a community pharmacy setting.
