Summary of the contracting process

NHS Blood and Transplant intends to procure specialist funeral-provider transport services for deceased organ donors. The work involves collecting donors from hospitals or other locations across North West England and transporting them to the organisation’s donor facility in Liverpool, then providing return transport, typically within 24–48 hours. This is a transport service within the funeral services sector, rather than a general funeral-care contract. The requirement covers the North West region, with the Liverpool facility as the destination and return point. NHS Blood and Transplant is the buyer. The service is intended to support its donor operations, where transport arrangements may need to be made at short notice and outside standard working hours.

This procurement is at the planning stage: NHS Blood and Transplant has set out its intention to buy the service, but has not issued an invitation to tender. It is undertaking preliminary market engagement and asked interested providers to respond by 14 October 2026 to be considered and obtain a detailed specification. The buyer expected to publish a further notice by 30 November 2026. The anticipated contract period is 1 December 2026 to 30 November 2029, with a possible extension to 30 November 2030. The estimated value is £30,000 excluding VAT (£36,000 including VAT). The requirement is presented as one lot. The buyer expects to use its standard purchase order terms for non-clinical goods and services.

The requirement is suited to a specialist funeral provider registered to provide funeral services and able to arrange sensitive, time-critical transport across North West England, including transfers to and from Liverpool. Suppliers should be prepared to respond at short notice, provide out-of-hours cover and manage donor collections when there has been little or no prior warning. The buyer’s current expectation is around two donor collections and returns each month in the region, although the frequency can vary. Providers will need to accommodate return journeys, typically within 24–48 hours, and operate in line with NHS standard purchase order terms for non-clinical services. The buyer is engaging with the market before issuing a tender, giving relevant providers a chance to prepare and discuss the requirement.
