Summary of the contracting process

Eastlight Community Homes plans to procure air-source heat pump installation and associated works across its housing portfolio. The work covers property surveys and suitability assessments; system design and specification; supply, installation, testing and commissioning; heating, plumbing and electrical alterations; and hot-water cylinder installation or upgrades. It may also include removing and disposing of existing heating systems, including oil boilers, and photovoltaic and roofing installations. The contractor will manage resident liaison and access, provide certification and handover documents, and deliver aftercare, maintenance, defect repairs, performance monitoring and reporting. The programme supports Eastlight’s decarbonisation, energy-efficiency and carbon-reduction objectives. The portfolio includes general-needs and supported housing, sheltered accommodation, houses, flats and maisonettes across Eastlight’s operating area, comprising both vacant and occupied homes. The work is heating installation and retrofit construction (CPV 45331000).

This is at planning stage: Eastlight has set out an intention to procure, but has not invited tenders. It is undertaking preliminary market engagement to shape the future procurement strategy, specification and contract structure. Interested suppliers are asked to provide feedback through a market-engagement survey, with responses expected by 20 October 2026. Eastlight expects to publish a future procurement notice on 1 March 2027; this is an indicative date, not a bid deadline. The planned contract period is 1 September 2027 to 31 August 2030, with a possible extension to 31 August 2032. The estimated value is £2.5 million excluding VAT (£3 million including VAT). There is one planned lot. Eastlight will decide the most suitable procurement route after reviewing engagement responses; no tender procedure or evaluation criteria are set out yet.

The engagement is aimed at experienced heating, renewable-energy and retrofit contractors able to deliver programmes in social housing, including occupied homes and resident access management. Relevant experience includes air-source heat pump installation, domestic heating and electrical work, renewable heating, retrofit coordination and energy-efficiency programmes. Eastlight specifically welcomes organisations familiar with social-housing decarbonisation and schemes funded through SHDF, ECO4 or Warm Homes, as well as PAS 2030- and PAS 2035-compliant retrofit work. Suppliers able to interpret SAP data and calculations, monitor asset performance and provide digital reporting may help shape the eventual requirements. The work spans surveys, design, installation, commissioning, associated building services, resident liaison and ongoing support, so firms with broad delivery capability or suitable supply-chain partners are well placed to contribute. Market feedback is also sought on mobilisation, delivery models, service standards, social value, innovation and delivery risks; participation does not confer an advantage in a later competition.
