Summary of the contracting process

South Tyneside Borough Council is seeking professional photography services for its communications, marketing, media relations, engagement and reputation work. The service is intended to cover events, campaigns, projects, services and initiatives throughout the year. Assignments may include press and media work, civic and corporate events, promotion of the area, regeneration projects, resident engagement, internal communications, award ceremonies, visits, launches, consultations and social media content. The work will be delivered in South Tyneside, in the North East of England. This is a photography and related services requirement, rather than a purchase of equipment or a works contract.

The Council invited offers through an open competition for a single-lot framework. The bid deadline set was 5 November 2026 at 12 noon. The framework was scheduled to run from 1 January 2027 to 31 December 2028, with two possible one-year extensions, giving a maximum end date of 31 December 2030. The estimated contract value is £120,000 excluding VAT (£148,000 including VAT); estimated annual spend is £20,000–£30,000, with no guaranteed business. Up to 10 suppliers may be appointed. Suppliers are ranked, with work normally offered to the highest-ranked supplier able to meet the requirement; the Council may instead run a mini-competition for a particular project. Evaluation is 60% quality and 40% price.

The opportunity suits professional photography businesses able to provide a flexible service across a varied programme of public-sector work. Suppliers should be prepared to cover press and media activity, civic and corporate events, place promotion, regeneration, consultations, campaigns and social media, among other assignments. The Council says the framework ranking will reflect suppliers’ range of styles, skills and specialisms, as well as their availability; firms with distinctive strengths and capacity to respond to work throughout the year may therefore be well placed. Small and medium-sized businesses are considered suitable. Successful suppliers should note that appointment does not guarantee work, and that project-specific competitions may be used.

There will be a maximum of 10 suppliers awarded to the framework, this will be a ranked framework however the Council reserve the right to run a mini competition on specific projects. The annual value is estimated to be in the region of PS20,000. - PS30,000. There is no guarantee of business.
