Summary of the contracting process

Cadent Gas Limited intends to procure fuel-card and charge-card services for its UK operations. The fuel-card service is to give drivers nationwide access to forecourts, including major fuel suppliers and supermarket chains, and to cover HGV and commercial vehicle refuelling. Cards should also provide access to products such as AdBlue, engine oils and lubricants. The charge-card service is intended for nationwide electric-vehicle charging, biofuel and hydrogen networks. Cadent also seeks accurate, timely management information on card allocation and use, together with effective account management. The services are for delivery across the United Kingdom.

This is at the planning stage: Cadent has expressed an intention to procure and is conducting preliminary market engagement, not inviting bids. It may hold supplier meetings on 12 October 2026 to understand available services and capabilities; its request for information closes on 12 October 2026. The planned contract period is 31 March 2027 to 1 April 2030. The procurement is described as one lot covering fuel and charge cards. No procurement procedure, evaluation criteria or contract value is set out at this stage, so suppliers should treat the scope and timetable as preparatory rather than as a tender invitation.

This market engagement is relevant to suppliers of fuel-card or charge-card services, including providers able to offer both through their own platform or partnerships. Cadent is interested in nationwide forecourt coverage, with access to major fuel brands and supermarket networks, and support for HGV-accessible sites. It seeks broad product coverage, including AdBlue, oils and lubricants, as well as charge-card access to different EV charger types and networks, biofuel and hydrogen. Suppliers should be prepared to explain their UK user base, whether services are delivered directly or through partners, driver-app functions, fraud monitoring, shared depot charging and home-charging reimbursement. Fleet-transition support, reliable management information, proactive account management and the ability to adopt useful market innovations are also sought.

Planning Information

Cadent is looking to the market for Fuel Card and Charge Card Solutions. Interest would be shown in identifying suppliers who are able to offer a unified approach to the two card types either through partnerships or ownership. Outlined requirements per type as shown below: FUEL CARDS Cadent wishes to partner with single or multiple providers of fuel card solutions offering nationwide access to forecourts. The ideal suppliers should have partnerships with supermajor fuel providers (e.g. Shell and BP) and supermarket chains (e.g. Asda, Tesco, Sainsbury's and Morrisons) across the UK. This will give our drivers greater geographical coverage for refuelling of HGV and commercial vehicles whilst on the road. Access to a wide variety of products and fuel types for use in our commercial vehicles, including engine oils, AdBlue and lubricants is also a requirement of the fuel cards. CHARGE CARDS In addition, we would require prospective suppliers to offer charge card solutions for the growing networks of electric vehicle charging, biofuels and hydrogen systems - National coverage would be required for these networks. In addition to the above, robust management information will be required in a timely and accurate manner, both on card allocation and usage, to help inform business decisions and effective business management, as well as effective and proactive ongoing account management. Given the fast-moving changes in the market we reserve the right in the contract period to be able to work with winning supplier(s) to leverage new innovations in the marketplace where there is benefit in doing so. We may also arrange meetings on Monday 12th October to gain a better understanding of the services and capabilities you can provide.
