Summary of the contracting process

The Environment Agency engaged a recruitment consultancy to support the appointment of a permanent Deputy Director in TPD. The work covered searching for suitable candidates, shortlisting applicants and carrying out testing where appropriate. This is executive recruitment and search work (CPV 75111100). The supplier was expected to bring relevant executive-search experience, including work with the Environment Agency, Defra or other regulators, and to widen outreach to candidates with relevant diversity characteristics. The procurement was for one senior permanent appointment, rather than a general recruitment service. The buyer is the Environment Agency; the role and delivery location are not further identified in the published procurement details.

The procurement is complete and the contract was awarded to Saxton Bampfylde. The Environment Agency used a direct, below-threshold procedure without competition, selecting a supplier already on its contractor framework. The contract was signed on 3 September 2026 and runs from 3 September to 31 December 2026. Its value is £25,000 excluding VAT (£30,000 including VAT). The procurement rationale cited the supplier’s executive-search track record with the Environment Agency, Defra and regulators including Ofwat and the EPA; its diversity-focused search approach; ability to meet the timetable; price; and a search guarantee. There was one lot, described as suitable for SMEs and voluntary, community and social enterprises.

For suppliers targeting similar Environment Agency executive appointments, this award indicates demand for a specialist search service capable of finding and assessing candidates for a permanent senior leadership role. Credibility rests on demonstrable executive-search experience in government departments, the Environment Agency or comparable regulators, alongside the ability to run an effective search and shortlist and test candidates where appropriate. The buyer also valued outreach designed to widen the diversity of the candidate pool, delivery to its required timetable, competitive pricing and a search guarantee. Suppliers should be able to evidence these strengths together: this was not simply a high-volume recruitment requirement, but a focused executive search for one senior permanent appointment. The winning firm was already on the buyer’s recruitment contractor framework, so familiarity with that route is commercially relevant.
