Summary of the contracting process

County Durham and Darlington NHS Foundation Trust is seeking one supplier for teleradiology reporting across its two acute hospitals and several community sites, serving County Durham and Darlington. The work covers urgent, emergency and elective radiology reporting, including MRI, CT, plain film and nuclear medicine; some specialist reporting is also required. The supplier will provide remote reporting services to support the Trust’s imaging service. The contract is stated to serve the North East of England. This is a healthcare reporting service, rather than a purchase of imaging equipment or construction work.

The Trust invited offers through an open procedure. The enquiry deadline was 29 October 2026 at 12:00 UTC, and the bid deadline was 9 November 2026 at 12:00 UTC. The estimated contract period runs from 1 January 2027 to 31 December 2029, with two possible 12-month extensions and an overall maximum duration of five years. The estimated value is £9 million excluding VAT (£10.8 million including VAT). Price carries 40% of the evaluation score; quality and innovation 20%; improving access, reducing health inequalities and facilitating choice 15%; integration, collaboration and service sustainability 15%; and social value 10%. There is one contract lot, considered suitable for SMEs.

This suits radiology reporting providers able to supply qualified radiologists and cover MRI, CT, plain-film and nuclear-medicine reporting, including specialist work where required. The provider must be equipped to deliver urgent and emergency reporting around the clock, every day of the year, alongside elective reporting. Out-of-hours provision is exclusive to the successful supplier, subject to meeting the Trust’s turnaround requirements; the Trust may use other providers for other reporting work. There is no guaranteed volume, and demand may shift with the Trust’s in-house capacity, so bidders need to manage both peaks and quieter periods. The service is intended to support continuity across acute and non-acute locations in the North East of England. The evaluation also rewards service quality, access, collaboration, sustainability and social value.
