Summary of the contracting process

Powys County Council buys domiciliary care services for people living in Powys, including support for people with dementia. The work is delivered across North and South Powys and is divided into town, rural and remote-rural service areas. Providers deliver care in people’s own homes, with the requirement covering localities that vary in their geography and accessibility. This is health and social care provision rather than residential care: the purpose is to support people at home through domiciliary services. The buying organisation is Powys County Council, based in Llandrindod Wells. The procurement is arranged through a dynamic purchasing system, under which care providers can qualify to deliver services in the defined areas.

The procurement has reached award stage and the Council has selected multiple suppliers through a restricted procedure within its dynamic purchasing system. The award covers the three service areas: town, rural and remote rural domiciliary care. The named selected providers are People Support Ltd, Q Care Limited, Saannie Medical Services Limited, Adferiad Recovery, Phoenix Homecare and Support Ltd, Affinity Homecare Group, Llewelyn Support Services Ltd, Silver Assist Homecare Limited, Abicare Services Limited, Back to Basics Care & Training Ltd, Golden Link Care Services Limited, Care & Grace Ltd, Suncare Home Care Limited and Abacare (Care Agency) Ltd. The stated contract value is £20,614.81. The system was established for an initial 10-year period, with an option to extend by a further five years, subject to reviews every two years. The contract record gives a signature date of 30 September 2020.

This award demonstrates demand for home-based care across Powys, including town, rural and remote-rural settings and support for people with dementia. Credible competitors need to be registered with Care Inspectorate Wales to provide domiciliary support in the Powys regional partnership area. They also need the workforce, local operational reach and service capacity to deliver care reliably across areas with differing travel and access requirements. The selected providers include numerous small and medium-sized organisations, showing that the requirement has been delivered by providers of that scale as well as through a multi-provider arrangement. Relevant experience is domiciliary support for people in their own homes, including dementia care, with the ability to serve the specific communities and geography covered by Powys County Council’s service areas.
