Summary of the contracting process

The Police and Crime Commissioner for Bedfordshire is considering a countywide service for adults and children affected by sexual violence. The proposed provision combines Independent Sexual Violence Advisor (ISVA) support with a suite of therapeutic options, including counselling. The Seven Force Commercial Team is supporting the Commissioner to assess whether providers can deliver the service and to shape its future specification and commissioning arrangements. The service is intended to cover Bedfordshire, including the Bedford and Central Bedfordshire areas. This is a public service rather than a purchase of goods or works, spanning specialist victim support, advice and therapeutic care.

The process is at planning and concerns market engagement, not a formal tender or commitment to award a contract. The buyer expects a future procurement notice around 1 December 2026. Providers were asked to submit information for the market assessment by 27 October 2026; this is an engagement response date, not a bid deadline. The current estimate is £1.05 million excluding VAT (£1.26 million including VAT). One countywide lot is envisaged. The expected service period is 1 June 2027 to 31 May 2028, with provision to extend to 31 May 2030. The future procurement procedure and evaluation criteria have not yet been set out; market responses will help shape the specification and commissioning arrangements.

This is relevant to organisations with specialist knowledge and current experience delivering sexual violence services across a county. Providers should be able to support both adults and children through Independent Sexual Violence Advisor services and offer a range of therapeutic options. The buyer has indicated that capability and experience in delivering this combination of services are central to its market assessment. The single countywide service is likely to suit providers able to coordinate support across Bedfordshire, rather than businesses focused solely on supplying goods or delivering isolated activities. Small and medium-sized enterprises and voluntary, community and social enterprises are considered suitable for the work. At this planning stage, providers can contribute market information that may influence the service specification; the buyer has not yet invited tenders.
