Summary of the contracting process

NHS Gloucestershire Integrated Care Board is buying an Eye Care Liaison Officer Service (ECLO), a health service for people needing support with eye care. The service is for Gloucestershire. The procurement description does not set out the specific activities or service outputs, so the stated requirement is limited to provision of the ECLO service. The buyer is the Integrated Care Board, based in Gloucester. This is a local health-service requirement, rather than a purchase of equipment or construction work. The service has previously been delivered for the ICB and its predecessor clinical commissioning group by the selected provider, Royal National Institute of Blind People (RNIB).

The procurement has reached the award stage: RNIB was selected through an NHS Provider Selection Regime Direct Award C process, without a prior competition. The contract is active and was signed on 6 October 2026. Its value is £311,202 for the initial three-year period, with an option to extend by a further two years. The proposed service period starts on 1 April 2027. The buyer considered the incumbent against five criteria, treating them as equally important; the stated assessment found it met contractual and legislative requirements and delivered accessible, high-quality care. One bid was recorded. The notice description also says the award is subject to the PSR standstill, with representations due by 19 October 2026, and that formal award had not yet occurred when that text was written.

This award shows demand from NHS Gloucestershire ICB for an ongoing eye care liaison service delivered across Gloucestershire. A credible provider for a future requirement would need to demonstrate that it can provide accessible, high-quality support and meet all relevant contractual and legislative requirements. The selected provider’s established delivery for the ICB and its predecessor since 2016 was explicitly cited in the assessment, so relevant service experience and continuity are important evidence of capability. Suppliers should be prepared to evidence performance against five equally important assessment criteria; the published account identifies no relative weighting among them. The direct award route means this outcome was not a competitive call for bids, but the requirement indicates the type of specialist provider and service track record the buyer valued.
