Summary of the contracting process

Hull City Council is seeking a provider for a lived experience service as part of the Hull Changing Futures Programme. The service sits within community and social services, with a focus that also includes social research. The council is the buyer, and the programme is for Hull. The procurement is for services rather than goods or construction work. The service title identifies lived experience as central to the programme, but the available description does not set out specific activities or participant groups; businesses should use the procurement requirements to determine the detailed service model expected.

The buyer invited tenders through a one-stage open procedure, and the published requirement is a single lot. Enquiries were due by 21 October 2026 at 11:00, and tender submissions by 28 October 2026 at 12:00. The planned contract period runs from 1 December 2026 to 30 November 2027, with two optional 12-month extensions, subject to satisfactory performance and the council’s discretion, potentially extending the term to 30 November 2029. The estimated value is £50,000 per year, with £60,000 shown as the gross value. The council may increase the annual contract value to account for inflation at its discretion. Award criteria are set out in the tender documentation.

The opportunity is expressly suitable for small and medium-sized businesses and voluntary, community and social enterprises, making it relevant to specialist local providers as well as established service organisations. Suppliers are likely to be best placed if they can deliver a lived experience service within a community programme and bring relevant social research capability. The published summary does not describe required accreditations, minimum staffing levels or prior experience thresholds, so the procurement requirements should be checked for these practical conditions and for the detailed service specification. The one-lot structure means the requirement is presented as a single package rather than separate service lots; bidders should assess whether they can cover the full scope, or work with suitable partners where needed. The extension and discretionary inflation provisions may support continuity if the service performs satisfactorily.
