Summary of the contracting process

The Corporation of Trinity House of Deptford Strond is seeking replacement data-acquisition hardware for its light-measurement facility at Trinity House in Harwich. The facility tests marine aids-to-navigation lights for the General Lighthouse Authorities of the UK and Ireland, independently assessing whether lights are suitable and building a database of performance measurements from optical systems installed at lighthouses. The equipment to be replaced is central to the facility’s semi-automatic measurement process and is used across all its facilities; the existing hardware is no longer supported by its manufacturer. The procurement is categorised as services, with hardware selection consultancy as its stated classification. The delivery location is in the United Kingdom.

The buyer invited quotations through a below-threshold open competition. This is the tender stage, with the buyer seeking supplier offers. Interested suppliers were instructed to request specification information and submit quotations by email to Trinity House’s procurement address. The enquiry deadline was 15 October 2026 at 17:00, and the quotation deadline was 23 October 2026 at 12:00. The contract period was set from 2 November 2026 to 19 February 2027. The estimated value is £60,000 excluding VAT (£72,000 including VAT). There is one lot, and the buyer stated that it would select the most advantageous proposal that complies with the requirements; the published criterion is quality, with the detailed assessment specified in the requirements.

This opportunity is suited to suppliers able to provide replacement data-acquisition hardware for a specialist optical measurement facility. The requirement centres on equipment that supports a semi-automatic process for testing marine navigation lights and measuring their performance in lighthouse optical systems. Suppliers should be prepared to address the needs of a system used across the facility’s measurement operations, where the hardware is fundamental to reliable data collection and the existing manufacturer no longer supports it. Small and medium-sized enterprises are identified as suitable bidders. The buyer’s stated selection approach favours the most advantageous proposal that meets the requirements, so suppliers should demonstrate a compliant technical solution and a strong overall offer. The available description does not identify specific certifications, named hardware specifications or minimum supplier experience.

Notice Information

Notice Title

Light Measurement Data Acquisition hardware Replacement

Notice Description

Based within Trinity House in Harwich, GRAD has been operating a light measurement facility for the purpose of testing marine aids-to-navigation lights for the General Lighthouse Authorities of the UK and Ireland (GLA) for many decades. The facility provides the GLA with the ability to independently determine the suitability of lights for aids-to-navigation purposes, as well as building a unique database of performance measurements of lights in optical systems installed at lighthouses. The measurement systems and processes employed are relatively simple, but working together, they form a sophisticated semi-automatic light measurement process. The data acquisition hardware at the heart of the measurement processes is the same for all facilities, but it is no longer supported by the manufacturer. This is a fundamental piece of equipment in the measurement process and a replacement is needed.
