Summary of the contracting process

Lewisham Council is buying an adults’ community drug and alcohol service to support people experiencing harm related to drug or alcohol use. The service is intended to help more people enter treatment, stay engaged and complete effective treatment. It will provide a broad range of evidence-based interventions tailored to individual risk, needs and recovery goals, and work as part of the Lewisham Partnership System with statutory, voluntary and community-sector partners. Delivery is across the borough of Lewisham. The service category is rehabilitation and community treatment services.

The process has reached an intention-to-award stage under the Provider Selection Regime’s competitive process; the notice says the contract had not yet been formally awarded. Lewisham selected Change Grow Live (CGL), with four bids reported. The contract is valued at £41,309,988 over a potential nine years: an initial three-year term from 1 April 2027, with two discretionary three-year extensions. The stated evaluation weighting was 50% quality, 40% price and 10% social value. Assessment covered quality and innovation; value; integration, collaboration and sustainability; improving access, reducing health inequalities and facilitating choice; and social value. Providers could make representations by midnight on 19 October 2026.

This outcome indicates recurring demand from Lewisham for a substantial, borough-wide drug and alcohol treatment service combining evidence-based interventions with recovery-focused support. A credible future competitor would need to demonstrate the ability to tailor treatment to different levels of risk and need, support people through the full treatment journey, and sustain a broad service offer. Strong evidence of service quality and innovation would matter most, alongside value for money and measurable social value. Suppliers would also need to show how they can integrate with statutory, voluntary and community-sector partners, maintain service sustainability, improve access and reduce health inequalities while supporting user choice. The award to an established large provider and the four bids recorded indicate competition for a significant, partnership-dependent service.
