Summary of the contracting process

NHS Lanarkshire procured planned and preventative maintenance for its existing Wandsworth nurse call systems, which support patient communications in three hospitals: University Hospital Monklands in Airdrie, Ladyhome Hospital in Lanark and Kello Hospital in Biggar. The requirement covers the full maintenance service for installed systems across these sites, rather than supply of new equipment. The systems are used in healthcare settings, so continuity and reliable operation are central to the service. The work is specialist maintenance of medical equipment and is tied to the Wandsworth systems already installed at the hospitals.

The procurement is complete and the contracts are active. NHS Lanarkshire used a limited award procedure without a prior competition, relying on technical reasons: the systems use proprietary closed-protocol software, and the buyer considered that only the manufacturer could provide the full planned and preventative maintenance service. Wandsworth Group Ltd was selected. The contract was signed on 2 October 2026, with a five-year term and an estimated aggregate value of £102,956 across the three sites. The stated award criterion was price. The process recorded one bid for the requirement. The lot is marked cancelled in the tender data, while the two linked awards and contracts are recorded as active.

For suppliers other than the incumbent, this award demonstrates a continuing need at NHS Lanarkshire for maintenance of patient-critical nurse call equipment across multiple hospital sites. Credible competition for comparable work would require specialist knowledge of the installed Wandsworth systems, the ability to maintain their proprietary closed-protocol software and proven capacity to deliver planned preventative maintenance reliably across a hospital estate. Continuity of service is a key operational concern; suppliers offering only reactive repairs may not meet the full requirement. The buyer’s stated technical rationale indicates that access to the system’s platform and manufacturer-level expertise were decisive in this procurement. Suppliers without those capabilities are unlikely to be positioned to provide the same complete service.

Lot Information

Lot 1

This notice is made by the Lanarkshire Health Board (hereinafter referred to as "the Board"). This is a voluntary ex ante transparency (VEAT) notice and is intended to provide notice of the Authority's intention to award a contract for planned and preventative maintenance of existing Wandsworth nurse call systems at 3 hospitals within the Board's geographical area (University Hospital Monklands, Ladyhome Hospital, and Kello Hospital). The aggregate value of the contract is estimated at GBP 102,956 for all 3 sites over a 5-year term. The Board will observe a 10-day standstill from the date of publication of this VEAT, during which the Board will not enter into any contractual arrangement. Additional information: Due to proprietary closed-protocol software, some maintenance tasks can only be provided by the manufacturer.

Procurement Information

As per Regulation 33(b)(ii) of the Procurement Regulations (Scotland) Act 2015, the services can be supplied only by a particular economic operator for technical reasons, namely, full maintenance services on this equipment can only be performed by the manufacturer, Wandsworth Nurse Call Systems, due to a closed-protocol proprietary platform. Although other suppliers would be able to provide reactive in some circumstances, only Wandsworth can provide the Board with the full PPM service to ensure continuity of service of this patient-critical equipment.
