Summary of the contracting process

Places for People is establishing a framework for planned investment and refurbishment work across its housing portfolio. The three workstreams are external windows, doors and roofline components; internal kitchens, bathrooms and electrical rewires; and boilers and heating systems. Work may include surveys, removal and disposal, supply and installation, testing, certification, compliance work, making good and minor repairs needed to complete the installations safely. The framework is divided across 11 geographical areas and covers Edinburgh, Newcastle, Leeds, Sheffield and Doncaster, Blackpool, Preston and Manchester, Derby and Nottingham, Huntingdonshire, Bristol, Southampton and Brighton, and London. The internal-components work may also require contractors to coordinate with Places for People's nominated suppliers. This is housing refurbishment and building services work (CPV 45000000).

Places for People invited offers through an open tender procedure for a 33-lot framework, with up to three contractors appointed to each lot. The invitation set a questions deadline of 11 November 2026 at 12:00 and a bid deadline of 18 November 2026 at 12:00; the planned award decision date was 18 January 2027. The framework period is 1 April 2027 to 31 March 2031. Its estimated aggregate value is approximately £156 million including VAT; no minimum volume or value of work is guaranteed. Lot values vary by area and workstream. Evaluation is based on price (45%) and quality (55%), covering experience, management approach, technology, workforce and subcontractors, health and safety, environmental and social governance, and social value. SMEs are indicated as suitable for every lot.

The opportunity is relevant to contractors specialising in housing refurbishment, building fabric, kitchens and bathrooms, electrical installation, or boiler and heating replacement. Suppliers can focus on a particular workstream and geographical area rather than covering the entire portfolio. Delivery capability should extend beyond installation to surveys, removal, testing, commissioning or certification, compliance work, making good and resident liaison where relevant to the chosen workstream. Bidders will need to demonstrate relevant experience, a credible management structure, effective use of technology, and the ability to manage their workforce and subcontractors safely. Environmental and social governance and social value also form part of the quality assessment. Internal-works contractors may need to manage orders and coordinate deliveries and installation with nominated suppliers. Framework appointment offers access to later call-off competitions or direct awards, but work volumes are not assured.
