Summary of the contracting process

Birmingham City Council is commissioning consultancy to assess domestic abuse needs across Birmingham. The work is intended to provide evidence for the city’s response and must cover the full continuum from prevention through support to crisis, not only people needing safe accommodation. The assessment is to examine prevalence and how agencies respond, including changes in recent years and anticipated future changes, and identify gaps affecting new communities. It must map domestic abuse pathways across criminal justice, children’s services, health, housing and homelessness, education and adult social care, among other areas. The mapping includes commissioned and non-commissioned services, exempt accommodation and the pathways associated with that provision. Delivery is in Birmingham.

The buyer invited offers through a below-threshold open competition. The deadline for questions was 23 October 2026 at noon; quotations were due by 2 November 2026 at noon, submitted through Birmingham City Council’s In-tend e-tendering system. The stated contract period begins on 7 December 2026 and runs for six months; the lot dates run to 6 July 2027. The estimated value is £90,000 excluding VAT and £108,000 including VAT. Quality accounts for 70% of the evaluation and price for 30%; the procurement documents contain the full criteria. The tender is recorded as active, with no cancellation or withdrawal stated.

This opportunity is suited to consultancies able to undertake robust social research and evaluation, combining qualitative and quantitative evidence into a well-supported written assessment. Relevant capability includes analysing domestic abuse prevalence and service responses, understanding how needs and provision change over time, and identifying gaps affecting different communities. Suppliers should be able to map pathways across multiple public services and connect commissioned provision, voluntary or non-commissioned services and exempt accommodation. The work calls for a broad, whole-system perspective spanning criminal justice, children’s services, health, housing, education and adult social care. Firms with the capacity to coordinate evidence across agencies and service types, and turn it into a clear account of local need, are well placed to respond.

Notice Title

Domestic Abuse Needs Assessment

Notice Description

Birmingham City Council is seeking to commission external consultancy to conduct a thorough domestic abuse needs assessment for the city. The needs assessment will form a key part of Birmingham's evidence-led approach to tackling domestic abuse, providing robust evidence of local need. The needs assessment should take the form of a well-evidenced written report, supported by a thorough compilation of both qualitative and quantitative data. It should provide a comprehensive and honest picture of the prevalence and response to domestic abuse across agencies within Birmingham, looking at changes over the past three years, expected changes in the next three years and any gaps or needs around new communities in the city. It must go beyond the duty set out by the Domestic Abuse Act 2021, which only represents the needs of those who require support in domestic abuse safe accommodation. The assessment we require will span across the continuum of domestic abuse, capturing need at prevention, support and crisis stages. This will include mapping the current domestic abuse pathways, across Criminal Justice services, Children Services, Health, Housing/Homelessness, Education, Adult Social Care etc. (this is a non-exhaustive list), to support Birmingham's whole systems approach to supporting survivors of domestic abuse. The mapping will include commissioned and non-commissioned domestic abuse services, the exempt accommodation sector across the city and the associated pathways across this provision. The contract for the services will commence on 7th December 2026 and will be in place for a period of 6 months.
