Summary of the contracting process

East Riding of Yorkshire Council is planning accommodation services for young people aged 16–18 and older, including care leavers, unaccompanied asylum-seeking children and young people moving towards adulthood and greater independence. The work is intended to strengthen pathways to independence and develop sustainable accommodation options. The Council is seeking views from accommodation providers and partners on improving existing provision, developing new accommodation models and working more effectively with external providers. The scope is limited to services where accommodation is part of the contract; it does not cover home care, other services without accommodation, or property leases. Services are for delivery in the East Riding of Yorkshire. The Council will use market feedback alongside young people’s views and wider demand information to shape future accommodation planning and commissioning.

This is at the planning stage, with provider engagement underway; it is not an invitation to tender, and the Council says engagement does not commit it to commission new provision. Providers are asked to complete the consultation survey by 31 October 2026. The Council expects a further notice on 1 February 2027. The planned contract period is 1 April 2027 to 31 March 2031. The estimated gross value is £48 million. The procurement is described as a framework agreement and is organised as one lot. The Council will consider market capacity and realistic options for accommodation provision; future commissioning remains subject to approval, procurement and funding processes.

The engagement is relevant to accommodation providers and partners with experience supporting young people aged 16–18, particularly care leavers, unaccompanied asylum-seeking children and those transitioning towards independent adulthood. Providers able to offer accommodation as part of a service may contribute insight on strengthening current provision, designing sustainable new models and working with the Council and other partners. The Council has marked the work as suitable for voluntary, community and social enterprises. It is seeking evidence about market capacity and practical opportunities, so suppliers with a clear understanding of local accommodation needs and viable delivery models are well placed to inform future planning. No specific accreditations or technical qualifications are set out.

Notice Title

PME - Children's Accomodation (16-18+) Provider Engagement

Notice Description

East Riding of Yorkshire Council is seeking feedback from accommodation providers and partners to help inform the development of future accommodation pathways for young people aged 16-18+. East Riding of Yorkshire Council is trying to strengthen the pathway to independence and explore a range of sustainable accommodation options for young people aged 16-18+, including care leavers, Unaccompanied Asylum-Seeking Children (UASC) and young people who require accommodation as they transition towards adulthood and greater independence. As part of this work, we want to engage with providers and draw on your experience, expertise and understanding of the accommodation market to consider: * How existing provision could be strengthened; * What are the opportunities to develop new accommodation models; * How the Council might work more effectively with external providers and other partners to create sustainable accommodation pathways for young people. The Council wishes to understand market capacity, identify realistic opportunities and consider what future accommodation models could look like. The information gathered will be used alongside the views and experiences of young people and wider demand information to inform the development of accommodation options and future planning. This market engagement is only in relation to those services where there is accommodation as part of the contract, not in relation to home care or other services, nor is it in relation to the lease of property. Thank you for taking the time to contribute. Your experience and insight are valuable in helping us shape our understanding of the market and inform future accommodation planning and commissioning decisions. Please note that this consultation does not constitute a commitment by the Council to commission new provision. Any future commissioning activity would be subject to the appropriate approval, procurement and funding processes. We would be grateful if you could complete the survey using the link below by [date]. Thank you for your time and support.
