Summary of the contracting process

West Yorkshire Fire and Rescue Authority is considering a multi-supplier framework for refurbishment and related building works across fire and rescue service estates. Potential projects include fire station refurbishments, welfare facilities, locker rooms and showers, internal remodelling, building alterations, accessibility improvements, roofing, mechanical and electrical installations, external works and minor extensions. Work may take place in live operational environments and vary in complexity. The framework is intended to serve West Yorkshire, Humberside and South Yorkshire Fire and Rescue Services, with West Yorkshire acting as lead authority. Suppliers may seek a place for one or all three services. Delivery is across Yorkshire and the Humber. The work is building refurbishment and construction (CPV 45453100).

This is at planning stage: the authority has set out its intention to procure, but has not invited tenders. It is undertaking preliminary market engagement to shape the framework structure, procurement strategy and award arrangements. Suppliers were invited to express interest and, if possible, answer questions by 2 November 2026; that is an engagement date, not a tender deadline. The authority is considering value lots of £30,000–£300,000, £301,000–£600,000 and £601,000–£2.5 million, with proposed appointments of 10, five and five suppliers respectively. It is considering quality-only framework selection, simplified price submissions for routine call-offs, and quality criteria alongside price for complex projects. The planned framework period is 1 April 2027 to 31 March 2035. Its estimated value is £70 million excluding VAT (£84 million including VAT).

The planned framework is aimed at local construction and refurbishment contractors, with small and medium-sized businesses explicitly encouraged to take part. A registered office in the Yorkshire and Humber region is a stated condition for all bidders. It may suit firms able to undertake building refurbishment and associated trades, including roofing, mechanical and electrical installations, accessibility work, internal alterations and external works. Suppliers should consider which value bands match their project experience and capacity, and whether they can work safely around live fire and rescue operations. The authority is seeking market views on lot thresholds, supplier numbers, reopening the framework to new entrants, evaluation and call-off arrangements, and ways to reduce barriers for SMEs. Engagement responses will not form part of a future evaluation and will confer neither advantage nor disadvantage in a later procurement.

Refurbishment and Associated Building Works Framework

Notice Description

West Yorkshire Fire and Rescue Service (WYFRS) is considering establishing a multi-supplier framework for the delivery of refurbishment and associated building works across its estate. The proposed framework will include other Fire and Rescue Services within the Yorkshire and Humberside region, promoting regional collaboration. Bidders can apply for one or all FRS's. WYFRS are acting as lead contracting authority, and FRS's named on the framework will be:- * West Yorkshire Fire and Rescue Service. * Humberside Fire and Rescue Service. * South Yorkshire Fire and Rescue Service. We are aiming to award local contractors on the framework and are encouraging SME's to tender for the value lots available. As such all bidders must have a registered office within the Yorkshire and Humberside region. The Authority is seeking feedback from the market to help inform the framework structure, procurement strategy and contract award mechanisms. The framework may be used to procure projects including, but not limited to, fire station refurbishments, welfare facility improvements, locker room and shower upgrades, internal remodelling, building alterations, accessibility improvements, roofing works, mechanical and electrical installations, external works, minor extensions and other associated construction activities. Projects are expected to vary in complexity and value and may be delivered within live operational environments. Participation in this engagement exercise will not form part of any future evaluation process and will not provide any advantage or disadvantage in any subsequent procurement. Suppliers interested in participating are invited to email their expression of interest to tenders@westyorksfire.gov.uk by 02/11/2026, and if possible, complete the following Preliminary Market Engagement Questionnaire: Q1. Supplier Profile Please provide: * Organisation name * Organisation size (Micro, SME or Large Enterprise) * Main area(s) of construction and refurbishment expertise * Geographic area covered * Typical value range of projects your organisation undertakes Q2. Lot Structure WYFRS is considering the following value based lots: * Lot 1: Projects PS30k to PS300k * Lot 2: Projects PS301k to PS600k * Lot 3: Projects PS601k to PS2.5m Do you consider this lot structure appropriate? * Yes * No If no, please provide recommended alternative thresholds. Q3. Framework Capacity WYFRS is considering appointing 10 suppliers for Lot 1, and 5 suppliers each for Lots 2 and 3. Do you consider this to be: * Too few * About right * Too many Q4. Open Framework WYFRS is considering establishing an Open Framework under the Procurement Act 2023, allowing the framework to be periodically reopened to allow new suppliers to join. Do you support this approach? * Yes * No Please provide any comments. Q5. Framework Award Methodology WYFRS is considering appointing suppliers to the framework based on a quality only evaluation. Do you support a framework award based on: * 100% Quality * Quality and Price * No preference Please provide any comments. Q6. Simplified Call-Off Process For routine projects, WYFRS is considering a call-off process requiring only: * A project price submission (drawings, specification, pricing schedule and all relevant information to be provided when requesting bids from framework suppliers for call-off contracts). Would this approach reduce bid costs and administrative burden for your organisation? * Significantly * Moderately * No impact * Increase burden Please provide any comments. Q7. Complex Projects For higher value, higher risk or operationally sensitive projects, WYFRS may apply project-specific quality criteria alongside price at call-off stage. Do you agree with this approach? * Yes * No Please provide any comments. Q8. SME Participation What measures could WYFRS implement to improve SME participation and reduce barriers to bidding? Q9. Participation Based on the information currently available, would you consider bidding for a place on the proposed Framework?
