Summary of the contracting process

UK Research & Innovation, through the Science and Technology Facilities Council, intends to procure fire-stopping, fire-door and associated services for its facilities. The work covers the Rutherford Appleton Laboratory in Oxfordshire, Chilbolton Observatory in Hampshire and The Cosener’s House in Abingdon. It is a services requirement focused on fire prevention and the provision of fire protection measures across several research and science sites. Suppliers whose work covers fire stopping, fire doors and related services may find the scope relevant. The requirement concerns multiple named facilities rather than a single site, so businesses should consider whether they can serve locations across Oxfordshire and Hampshire.

The process is at the planning stage: UKRI has stated its intention to procure, but has not invited tenders. The estimated value is £7 million excluding VAT (£8.4 million including VAT). The planned contract period runs from 11 January 2027 to 11 January 2030. UKRI expects to publish a further notice on 30 October 2026. A supplier engagement session is planned for 16 October 2026, with a maximum of two attendees per supplier; attendance confirmation was requested by noon on 15 October 2026. The session is intended to discuss the requirement. No tender procedure or evaluation basis is set out at this planning stage.

This requirement is most relevant to suppliers able to deliver fire-stopping, fire-door and associated services across several operational research facilities. Businesses with teams and delivery arrangements covering sites in Oxfordshire and Hampshire may be well placed to respond when the procurement reaches the tender stage. The planned supplier engagement session offers a chance for suppliers to hear about the requirement and for UKRI to engage with the market before tendering. The stated scope identifies the services and facilities, but does not set out specific technical accreditations, staff qualifications, capacity thresholds or prior-experience requirements. Suppliers should therefore assess their fit against the fire protection service scope and use the engagement stage to understand the requirement.
