Summary of the contracting process

NHS England commissioned housebound COVID-19 vaccination clinics across Birmingham and Solihull. The service provides additional outreach and vaccination capacity for housebound residents registered with participating practices, and covers eligible housebound people and care-home residents across the area. Its purpose is to make vaccination accessible regardless of a person’s location, age, ethnicity or socioeconomic circumstances, and to improve uptake while addressing health inequalities. Delivery includes culturally sensitive and linguistically appropriate support, building trust in communities and working with other vaccination providers to maintain safe, clinically effective care. The service is intended to give referred residents an equal opportunity to be vaccinated and support vaccination coverage among the housebound population.

The procurement has been awarded to Birmingham Community Healthcare NHS Foundation Trust, and the contract is recorded as active. It was awarded through an urgent, limited procedure without prior competition under Regulation 14 of the Provider Selection Regime, following the previous provider’s withdrawal; the stated aim was to prevent a loss of outreach and a resulting risk to patient and public safety. The evaluation prioritised immediate safety and quality of care, with cost assigned no weight. The contract was signed on 1 October 2026. Its value is capped at £11,310, with payment based on vaccinations delivered. The stated contract dates are 1 October 2026 to 31 January 2026, an end date that precedes the start date.

For suppliers considering similar community vaccination services, this award shows demand for targeted outreach to housebound residents and care-home residents across Birmingham and Solihull. The selected provider was described as having a proven ability to run housebound clinics, an existing trained workforce and the capacity to mobilise immediately and maintain continuity. Credible providers therefore need an established clinical team and practical capability to deliver vaccinations in patients’ homes, coordinate with other vaccination services, and provide safe, effective care. They also need to reach diverse communities with culturally sensitive, linguistically appropriate communication, respond to differing access needs, and address socioeconomic and demographic disparities. The stated evaluation placed the emphasis on immediate safety and quality of care rather than cost.
