Summary of the contracting process

The North East Combined Authority is seeking one supplier to provide independent evaluation services for its Events and Participation Programme. The work covers all approved activity funded through the Events Investment Programme and the Sport and Cultural Participation Programme. The evaluation is expected to assess delivery and implementation; outputs and outcomes; economic impact and value for money; participation and behaviour change; health and wellbeing; volunteering; equality, diversity and inclusion; environmental sustainability; and social value. It must also draw lessons and make recommendations for future investment. This is social research and evaluation consultancy work. Delivery covers the North East, including the North East region and Tees Valley.

The buyer invited tenders through an open competition for a single-supplier contract. The enquiry deadline was 30 October 2026 at 12:00, and the tender submission deadline was 6 November 2026 at 12:00. The planned contract period runs from 18 January 2027 to 31 March 2029, with one optional nine-month extension, to 31 December 2029. The estimated contract value is £90,000. There is one lot. Evaluation is weighted 90% to quality and 10% to price. Tenders were to be submitted electronically through the Open e-Tendering Portal.

The requirement is suited to evaluation consultancies and social research providers able to design and deliver a comprehensive, programme-level evaluation across a portfolio of funded events, sport and cultural participation activity. Suppliers should be capable of assessing economic and social value, value for money, outcomes and behaviour change, alongside health, wellbeing, volunteering, inclusion and environmental impacts. The work also calls for the ability to produce practical lessons and recommendations to inform future public investment. The evaluation spans multiple activity streams and outcome areas, so a supplier needs the capacity to bring together varied evidence and deliver a coherent assessment for the programme as a whole. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.
