Summary of the contracting process

The North Yorkshire Council is planning to purchase electrical cleaning equipment for use across its schools and corporate office estate in North Yorkshire. The requirement covers cleaning machines and related equipment, including floor-cleaning machines, high-pressure cleaners, parts and other cleaning products. The council is using early supplier input to understand the available products and solutions, product quality, technical specifications, warranties, delivery options and support. It is also seeking insight into innovation and possible product development to shape a future specification and cost model. This is a goods procurement intended to support cleaning operations across the council’s education and office buildings.

This process is at the planning stage: the council has announced an intention to procure, but has not invited tenders. It is seeking preliminary market information to help define the requirement and decide the procurement route. The council’s expected publication date for a subsequent notice is 5 January 2027. The planned contract period runs from 1 May 2027 to 30 April 2031, with a possible extension to 30 April 2035. The estimated value is £800,000 excluding VAT (£960,000 including VAT). The procurement is planned as one lot. Suppliers are being asked to contribute market information rather than submit a priced bid at this stage.

This market engagement is relevant to suppliers of commercial electrical cleaning equipment, including floor-care machines, pressure-cleaning equipment, machine parts and associated products. Manufacturers, distributors and service providers able to explain product specifications, quality, warranty cover, delivery models and after-sales support can help the council understand the available market and shape its requirements. Suppliers with innovative products or capacity to contribute to product development may also be well placed to inform the specification. The council is exploring whole-life costs as well as purchase costs, so suppliers able to discuss equipment durability, support and lifecycle economics can provide particularly useful input. The stated suitability for SMEs and voluntary, community and social enterprises indicates that smaller suppliers and social enterprises are also considered suitable for the eventual procurement.
