Summary of the contracting process

Armagh, Banbridge and Craigavon Borough Council commissioned artistic services for a permanent monument and interpretive panel recognising the impact of the Great Famine of 1845–1852 in Lurgan. The commission covers developing the monument’s design and determining its form, size, scale and materials with the Council’s Steering Group. The panel may be integrated into the monument or designed as a complementary separate feature; its text is to be agreed with the steering committee. The installation is intended for The Plaza in Lurgan town centre. The requirement is for a significant public artwork with an interpretive element, rather than a supply-only purchase, and combines artistic design with a commemorative and place-based purpose.

The procurement is complete and the contract is active. It was run as a below-threshold process, and the Council selected Sara Cunningham-Bell with Bell Architects Ltd. The contract was signed on 15 September 2026 and runs from 1 October 2026 to 31 October 2027. Its value is £80,808 including VAT. The process comprised one lot. The commission’s final design, including the preferred option and materials, is to be agreed and signed off by the Steering Group; interpretive-panel text is to be agreed with the committee. The contract is for artistic services and reflects a project-specific commission for the Lurgan monument and panel.

For artists and design teams considering similar future commissions from this Council, the award indicates demand for experienced, suitably qualified practitioners able to take a public artwork from concept through to a permanent, site-specific outcome. Credible suppliers would need to develop a considered monument and interpretive panel, explore appropriate options for form, scale and materials, and work collaboratively with a steering group to secure approval of the final design. The brief also calls for sensitivity to the historical impact of the Great Famine and the ability to create a clear interpretive element for a town-centre setting. The selected team combined individual artistic practice with architectural expertise, indicating the relevance of design capability alongside artistic credentials for this kind of civic commission.
