Summary of the contracting process

North Lanarkshire Council is seeking one contractor to deliver Distress Brief Intervention services across Lanarkshire, supporting its work under the Scottish Government’s Mental Health Strategy. The service is commissioned on behalf of North Lanarkshire Council, South Lanarkshire Council and NHS Lanarkshire, building on existing joint working between health and social care partners. The contract covers North and South Lanarkshire. This is a counselling and support service for people experiencing distress, rather than a goods or construction contract.

The buyer invited offers through an open procedure. The deadline set for electronic submissions was 11 November 2026 at 12:00. The contract was planned to start on 1 April 2027 for an initial 24 months, with an option for two further 12-month extensions, giving a maximum duration of 48 months. The allocated budget is £2,557,680 excluding VAT for the maximum term and is fixed for the full contract duration. The procurement is a single-lot contract for one contractor. The award procedure and objective participation rules are set out in the Invitation to Tender. Economic operators may be excluded on grounds under regulation 58 of the Public Contracts (Scotland) Regulations 2015.

This opportunity is suited to organisations able to deliver Distress Brief Intervention across both North and South Lanarkshire and work with local authority and NHS partners. The buyer intends to appoint a sole contractor, so bidders need to be able to provide the service across the full area rather than compete for separate geographic lots. The requirement includes community benefits and a subcontracting clause; suppliers should consider how they can meet those provisions and incorporate them into their delivery approach. The service forms part of a wider health and social care partnership, making experience of coordinated work with public-sector health and social care partners relevant.
