Summary of the contracting process

The Home Office, working with the National Police Chiefs’ Council Less Lethal Weapons function, is exploring a future supply of conducted energy devices (CEDs) and equipment and services for UK policing. The scope may cover complete systems or individual components, for overt operational use and discreet carriage and deployment. Goods could include devices, holders and carriage systems, operational and training cartridges, batteries and other power components, software and secure data-management capability, training equipment and other items needed for an operational capability. Supporting services could include maintenance and through-life support, software and firmware updates, technical and safety documentation, warranty and replacement support, and help developing procedures and training and user manuals. Inert devices and cartridges for scenario-based training may also be needed. Delivery would be to the UK.

This is at the planning and market-engagement stage; there is no invitation to tender. The Home Office is seeking supplier input on the market and potential solutions through a request for information (RFI). Its indicative market-engagement milestone is 30 October 2026; the RFI instructions will set the response deadline. Interested suppliers must first request the RFI, complete and return a non-disclosure agreement, then submit the RFI as instructed. The buyer expects a future notice on 30 November 2026. A potential contract period is 26 February 2027 to 25 February 2031, with an estimated value of £146 million excluding VAT (£175 million including VAT). These are planning details, not a commitment to procure. Historic overt-device demand was 23,322 devices in 2024/25 and 31,628 in 2025/26; these figures are indicative only, not guaranteed future volumes.

The market engagement is relevant to manufacturers and suppliers of conducted energy devices, related components and accessories, as well as firms providing software, secure data management, training equipment or support services. The buyer is interested in existing, emerging and alternative technologies, including solutions for routine overt policing and adaptations for discreet carriage and deployment. Suppliers able to offer complete systems or specialist component parts may both be relevant. Potential capabilities include maintenance and through-life support, software and firmware updates, warranty and replacement provision, and technical and safety documentation. Experience supporting operational procedures, training materials and scenario-based training may also be useful. Solutions need to be suitable for UK policing and deliverable in the UK. The market exercise is for preparation and does not commit the Home Office to a later procurement or contract award; participation does not itself qualify a supplier for any future competition.
