Summary of the contracting process

Hampshire County Council commissioned a psychology service for people who are rough sleeping, or at imminent risk of rough sleeping, and who are dependent on drugs and/or alcohol. The service forms part of the council’s wider rough sleeping and housing support drug and alcohol treatment provision, funded through government grants. It combines intensive outreach with specialist psychological interventions, aiming to improve access to drug and alcohol treatment and outcomes for people receiving it. The work includes engaging people experiencing homelessness, supporting treatment access and retention, stabilising individuals and improving wellbeing, providing psychologically and trauma-informed support, and preventing or relieving homelessness. Delivery is across Hampshire.

The process used the Provider Selection Regime’s most suitable provider route, without a prior call for competition. Outcome Home C.I.C. is named as the selected supplier for a single service. The contract is listed as active and signed on 8 October 2026, although the accompanying process text describes an intention to award and says formal award had not yet occurred; it invited representations by 21 October 2026. The service was due to start on 1 November 2026 and run for two years and six months. The stated contract value is £300,000. Price is the recorded award criterion. The process data also marks the lot as cancelled, which conflicts with the active award and contract status.

This requirement demonstrates demand from Hampshire County Council for specialist psychological support integrated with outreach and drug and alcohol treatment for people experiencing rough sleeping or housing insecurity. A credible provider for comparable future work would need to deliver intensive, person-centred outreach and psychologically informed, trauma-informed interventions, while working effectively with people with substance dependencies and complex housing needs. Capability to engage people who may be difficult to reach, support treatment access and retention, stabilise wellbeing, and help prevent or relieve homelessness is central. The service also calls for coordination with wider housing support and treatment provision, and the capacity to operate across Hampshire. The selected provider offers a useful benchmark for the type of service model that met this buyer’s requirement.
