Summary of the contracting process

Kirklees Council is developing a future service for adult day opportunities across Kirklees. The services are for adults, with particular interest in provision for older people and people with learning disabilities. The council is seeking provider input to shape the service specification and commissioning model, including possible lots. Its engagement will cover current provision, how services can better meet people’s needs, delivery approaches and capacity, barriers in the current system, and opportunities to improve or innovate. Providers will also be asked for views on quality, outcomes and social value. The council plans to share emerging commissioning proposals and hear practical experience from the market. The service delivery area is Kirklees, in West Yorkshire.

This is at planning stage: the council has set out an intention to procure, but there is no invitation to tender. It expects to use a framework agreement, and is considering a lot-based model. A provider engagement event is planned for 22 October 2026, from 2pm to 4pm, at Huddersfield Town Hall; individual feedback appointments are also planned for 23 October. These are engagement arrangements, not bid deadlines. The feedback will inform future commissioning and procurement, and participation gives no advantage in any later competition. The planned contract period runs from 1 November 2027 to 30 October 2032. The lot is marked as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

The engagement is most relevant to providers already delivering adult day opportunities for older people or people with learning disabilities, as well as organisations with credible plans to develop or expand services in this area. Suppliers with insight into service delivery models, operational capacity and the practical barriers facing the current system will be well placed to contribute. The council is seeking ideas that can improve services and respond better to people’s needs, alongside views on quality, outcomes and social value. This is an early chance to influence the future specification and commissioning approach, rather than a bid opportunity. The council says engagement will not confer an advantage in any subsequent competition; suppliers should therefore treat it as market consultation and prepare for a later procurement separately.
